After playing around with this Battle Flag, it seems to reduce Crowd Control effects by 50%, also shares CD with other on use items such as Rocket Boots from engineering

To all the people saying "Where do you use the Battle Flags?", these flags were likely meant for people doing World PvP to give them an advantage with stun times. I will admit that they ARE quite expensive in materials, and I'd like to see Blizzard give us 3 per creation without changing mats so that we can see a lot more of these in use for large scale World PvP battles like city raiding or counter attacks on ganking groups. (I think we can all agree the mounted one is useless, Blizzard at least make it like 25% so it's noticeable!)
