I got lucky and this dropped on my first kill of Vishax. A Vengence DH and myself killed him fairly easily, he's just a big tank and spank. I also learned the quest you complete to get to him, attunes you to open the portal whenever you want. Seems like the rest of the rares on argus he can be looted once a day.

The toy itself is essentially a Eye of Kil'rogg that can't aggro enemy mobs from what I've seen. It lasts 45 seconds. Any abilities break the channel for it.

For players that, like me, plan to farm the mounts and other collectibles daily, I have compiled a set of macros with the tom-tom waypoints for rares that drop mounts. I used previous comments by others, especially Boxofbeer, as well as Wowhead maps to compile the coordinates.

EDIT: After the release of Mac'aree, it seems that a couple changes were made. Puscilla also drops a mount (Biletooth Gnasher) and Kaara the Pale does NOT seem to drop the fel-spotted egg any longer. The macros have been updated to reflect these changes. Many thanks to the people who pointed these errors out to me!

Pretty neat toy, lets you fly a miniature demon warship (looks like the Sentinax). The range appears to be endless as I flew completely around Dalaran. It only lasts about 30-60 seconds, but its definitely fun.

Got this toy after about 20 attempts. I decided to use Occhio Cieco on my main character, who could open portals, and log out next to it. I would then bring an alt, use the eye to sneak past all the elites, log out next to the portal, open portal with my main, then log back onto my alt quickly. I have tried using the S.F.E interceptor 3 times now, and every single time it has disconnected me after the timer expires. Fun toy apart from making you disconnect...

Intercettore V.M.S. drop from Comandante di Squadrone Vishax who is located on the second Legion ship at Terminus. To reach him, you have to open the portal at the end of the dock.

To open the portal you need the Generatore di Portali Schiacciato which drop at a higher rate from the Calcafatuo Immortales with a red tabard located here. Then repair it with Guaina Conduttiva, Circuito ad Arco, and Cella d'Energia which drop profusely from elite/non-elite Stratega di Guerra Eredar, and Mirmidone Vilfedele as you carry the Smashed generator. Once the generator repaired you'll receive the quest Comandante sul ponte!, go to the portal at the end of the Terminus docks and click on it to complete it. Congratulation! The character on which you completed the quest as now permanent access to the portal, and can open it at your leisure.

An important point to note: the quest is shareable but to open the portal a character have to complete the repairing process. Anyone who complete the quest in a party by having someone else repair the portal will be unable to open it themselves. So to farm the toy with alts without having to do the quest just park your alts and the character that has completed the repair next to the portal, activate it and log out. The portal will stay up for 2 minutes allowing anyone to use it. Don't log out on the ship thinking you can stay there forever, you'll be teleported on the dock in front of the portal if you log in while it is inactive.

If you have level 1 Dragon Isles Engineering, you can skip unlocking the portal completely.
Use the already open portal on the other side of the platform, then use the Elemental-Infused Rocket Helmet and a goblin glider to glide to the higher ship with the rare on it. :)
