I found two really great routes to farm Winter's Kiss in Drustvar, if you alternate the 2 then the other route is fully respawned:

Gol Koval has a ton of this stuff, and it responds fairly quickly. Got 20 while doing the quests there.

Only found in snow in Kul Tiras, this herb does cold damage when you pick it. Bacio dell'Inverno is the Alliance counterpart to Morso di Akunda, which is only found around the mountains of Vol'dun, and does Nature damage to the player picking it.

Rank 3 of each involves the character discovering a way to avoid damage when picking either herb.

Hands down the best place I've found is Gol Osigr in Drustvar. It's everywhere and respawns reasonably fast. Fly to Arom's Stand and just run up behind the flight point and you're there.

Anyone else having trouble getting the quest item for Rank 3 to drop? I've farmed probably 4 10 full stacks since getting Rank 2 with no luck.

Edit: I think this might be bugged. Has *anyone* had this drop?

Edit 2, the Editing: Forgot to update this comment. I got this to finally drop over a month ago. According to one commentor (Credit: Lustrate), you can only get the proc for the 3rd rank by actually taking damage from the plant. I don't remember if I had the shielding Azerite trait, but it seems like as good an answer as any.

I have just got the quest for lvl 3, after having picked 585 Winter's Kiss. And my toon did not take damage when the herb was picked. So taking damage does not seem to be necessary in order to get the lvl 3 quest.

50 - Tecnica d'Erbalismo: Polline di Sirena (Grado 2) from Imparare dai migliori given by Declan Senal, quest chain start with Ape Morta Coperta di Polline, drops from Pruno di Sirena
50 - Tecnica d'Erbalismo: Muschio Stellare (Grado 2) from Muschio per gli spiriti given by Declan Senal
50 - Tecnica d'Erbalismo: Bacio dell'Inverno (Grado 2) from Non ci vedo più dalla fame given by Xun Xun Dolce Fiore, quest chain starts with Un incontro fiorito given by Declan Senal

**A breadcrumb quest for the Akunda's Bite chain Un mentore originale is given by Declan Senal when you reach level 120, as the final quest requires you to kill level 120 mobs.
