No comments.. wow ;) anyway. it seems you can kill 2 million mobs in the area but NEVER get this to drop... Was not until I read a note in the forums on some other site that you need to have the World Quests open up before it will drop.. Guess that is true.. I have over 3,000 skins in the bank and today, I read that, opened up the world quests, and first mob I skinned it dropped. :) Hope this helps.

Just a heads up, it is possible to have some world quests open on Argus and still not get the drop. You can have Army of Light world quests open in Antoran wastes (blue quest markers on map) and the item still will not drop. To get this drop, world quests (WQs) need to be opened on Krokuun. This is done by completing first part of the achievement “You are now prepared” which is called “The assault begins”; this opens the quests on Krokuun. At that point this seems to drop within about the time it takes you to get about 150 skins or so. To add further confusion, I also had herbalism on the same character as skinning, and two of the herbalism patterns dropped before WQs on Krokuun were open, so I assumed all the gathering patterns would drop but that was not the case.

Completing Il Cuore Ardente is enough to get this item from skinning. I got it from the second mob.
This quest is a part of criteria 'Assault begins' of Ora siete pronti!.

For anyone who's trying to get this on an alt and is confused by other comments since world quests are unlocked by default, here is what you actually need to do:

Complete Unire le Isole from Khadgar the Violet Citadel in Legion Dalaran.
Accept Armata Spezzalegione from Khadgar at the landing spot in Legion Dalaran. Skip the scenario and return to Dalaran.
Accept La mano del fato from Khadgar at the Violet Citadel in Legion Dalaran. Do the entire questchain up until you complete Il Cuore Ardente. This can be really annoying, since you're looking at about 30 quests in total. You know you're done when the quest reward are Krokuun World Quests. Unfortunately this is required, even if you already have world quests unlocked from your main.
Start skinning mobs on Argus. I recommend Duskcloak panthers around 72, 70 in Krokuun. The respawn is pretty much instant, so you can keep grinding. The quest item should drop after just a few mobs. Turn it in and you'll have unlocked rank 1.
To get ranks 2 and 3, repeat the step from above. You do not have to do any additional quests and can keep skinning mobs. I got the second item after ~100 mobs and the third after ~1000. The drop rates are really low, so expect to spend quite some time. But I can confirm 100% that you do not have to do anything else (besides turn in the previous item).
