"You don't meet the requirements for that quest."

If you cannot accept this quest, it's likely you have just learned herbalism. In that case, you probably missed one of the earliest herbalism quests you automatically get by picking the flower Aethril. In order to get the necessary quest, go to Azsuna where it's most plentiful. (I had great luck finding them around Shackle's Den.) One of the first Aethril you pick will include "Aethril Sample" which will trigger the quest you need. The quest will ask you to bring the sample to an herbalism trainer in Dalaran.

Once you've finished that quest, you'll be able to start this quest.

To obtain this quest item, it seems you must complete Argus quest line up to the point, when you get a beacon to Krokul Hovel. This is logical, as the quest is being turned in at Alchemist Funen in Krokul Hovel - therefore you must unlock this location. I've farmed hundreds of astral glories on my alt before learning this.

Ok, so, I read through the comments, had vendors open in Kirkuk Hovel, and could see and click on Alchemist Funen. The quest wasn't dropping for me.
This is what I discovered in the post 9.0 world:

1. I had the area open and could even see the lightforged beacon after first loading on to the Exodar, without doing any quests. After collecting 50 herbs with no quest drop, it occurred to me that I needed to actually do the opening sequence anyway - even though I could sell to the blacksmith in Kirkuk Hovel and see Alchemist Funen.
2. After doing the opening quests up to the point where I could take the quest that had me walk with Turalyon, I decided to test it and see if it would drop now.
3. I collected fel-encrusted herbs in the area and it dropped on the 11th herb. So, they don't have to actually be astral glory.

TLDR; after 9.0, even though you can get to Kirkuk Hovel and see and interact with everyone, you still need to do the opening sequence. You can get it from either fel-encrusted herbs or astral glory.

As others have stated, you have to start the Argus quest line to the point where you follow Velen to Korkron Hovel, once you get the quest to follow Turalyon, you can stop at that quest and go pick flowers. I received the quest on my 4th harvest, others have said up to 11 or 12, either way at max level in Shadowlands it is about 8 minutes of questing.

If you try to learn it with your new alt then you need before:

Open Legion World Quests:

Accept and complete Unire le Isole (start: Dalaran, The Violet Citadel, Khadgar)
Get at least 1 star in other Legion herbalism techniques (Aethril, Dreamleaf, Felwort, Fjarnskaggl, Foxflower, Starlight Rose) by gathering them. (You get 1* Felwort from a world quest which requires at least Lv25 Legion Herbalism and relogin after getting the points).
Open Argus:

Accept and complete Armata Spezzalegione (start: Dalaran, Krasus Landing, Khadgar)
Accept Assalto alla Riva Dispersa, speak to Khadgar and choise 'Skip the scenario', complete the quest.
Return to Dalaran (The Violet Citadel), get La mano del fato from Khadgar.
Keep going through the quest line (takes about 10-20 min):

if you like me I have Blacksmith and Herblesim so I can't access the quest from Alchemist Funen because I don't have Alchemy Profisson you need to do the intro quest until you get the world quest and prophet Velin move to annihilate pits after that ignore everything and start herbing until you get it took me 20 till I get rank 1 Astral Glory quest
