It's a reward for new The Deaths of Chromine quest chain.
Chromie awaits in Dragonblight, standing on the top of temple.
The Deaths of Chromine quest chain consist of few parts:

Il giorno in cui Cromie morì - this quest.
Ritorno al futuro - the same one, but you'll have to speak with dragons before Chromie dies.
I vantaggi di essere un Drago del Tempo - you'll have 15 minutes to get some info about attackers. Chromie dies when the time ends.
Preservare il vero futuro - there are four shrines across Dragonblight, you have 15 minutes to stop the attacks.
During the quest you get info that there are also four other attacks you have to stop
Morti di Cromie - now you have to stop all eight attacks in one attempt.

If you cant realise what to do in dragonshrines, there are small guides:

Azure dragonblight - slay elementals and loot Pezzo di Vello Scuro. When got 50, combine them to Pergamena dell'Invocatore del Vuoto.
You'll get La Pergamena dell'Invocatore del Vuoto quest, fly to floating disc, turn it in and defeat Gigante del Vuoto. Loot Cronoscheggia Infuocata to open portal to Hyjal.
Ruby dragonblight - slay three elites in the shrine, loot three Frammento di Cristallo d'Anima and combine to Cristallo d'Anima.
You'll get Il Cristallo d'Anima quest, fly to the cave in a tree, turn it in and defeat Talar Gelofreddo. Loot Cronoscheggia Congelata to open portal to The Culling of Stratholme.
Emerald dragonblight - slay mobs to collect 10 Fibra Distorta and 8 Piuma di Smeraldo and combine to Acchiappaincubi. Use it and slay two mobs that channeling to a tree protector. There are three protectors in the shrine, so you have to to that three times. After that you'll get La saggezza degli Antichi. Turn it in near the water next to a bone hand, slay Thalas Spinavile and loot Cronoscheggia Riflettente to open the portal to Andoral.
Obsidian dragonblight - get through the cave and defeat Goliath Ossabruciate. Loot Pietra del Nucleo Demoniaca and get out of the cave. Turin in La Pietra del Nucleo Demoniaca when leaved and slay Zorathides.
Loot Fel-Touched Chronoshard to be able to open the portal to Well of Eternity.

Great, now some info about instance scenarios:

The Well of Eternity just run it from the end to the entrance and slay Grolethax
Mount Hyjal - get close to Chromie's body and slay few waves of mobs.
Battle for Andoral - during Cannoneggiando contro il cielo quest you have to defeat enormous gun. It has 80% damage reduction and the same chance to avoid damage.
There are few elites (such as Roobi Schizzascintille) that drops items to disable those buffs. There are also war-captains which drop Esplosivi Militari. Use that to destroy the cannon faster.
The culling of Stratholme - you have to finish quests: Fumo, carne e fiori profumati, Per i ragazzi, come no..., Contrattempo,
Per Emery and Combattere la piaga con il fuoco. As you done run through the scenario as you run through the instance in CoT. Slay Nezar'azret in the end.

I just want to point out that this helmet looks like Doctor Fates.

For the time and effort required for this transmog set it looks pretty horrible lol. Fun scenarios though and I like the concept of leveling reputation with Chromie at the same time for buffs
