Just tested, it does NOT transfer between runs. If you get it during a scenario, it will disappear when you leave that scenario.

Just in case if you are looking for more of those you can always kill rare mobs which is Pugnogelato, Sgorgasangue, Fendiossa, Rompighiaccio, Dregmar Marchiorunico

The "The Deaths of Chromie" text states that it can only be available inside the instance.
Other examples of this are Chiave del Guardiano Oscuro, Chiave del Coperchio del Reliquiario and others which are all instance specific and state their instance name on the item.

If you leave the instance, for any reason, they will disappear.
Thankfully, dying ports you back to instance zone in point and there is no run back (as that would be considered "leaving the instance". example: the keys in BRD which disappear after death).

While it's extremely unlikely to encounter them during normal gameplay, buffs provided by this item do have stack limit:
Tempo Rubato caps at 100 stacks (1000 seconds or bit over 15 minutes)
Ali dello Stormo dei Draghi di Bronzo caps at 10 stacks (100% bonus unmounted movement speed)
Pelle dello Stormo dei Draghi di Bronzo caps at 9 stacks (90% damage reduction)
Both Zanne dello Stormo dei Draghi di Bronzo and Favore dello Stormo dei Draghi di Bronzo cap at higher values than I care to aim for, I got them to 39 and 28 respectively and decided to stop there.

My way to farm 8-12 Sabbie del Tempo in around 2-3 minutes:
( Sabbie del Tempo can obtain Borsellino Senza Tempo for the two Pets Draco Bronzeo Senza Età and Proto-Draghetto di Bronzo )

You have to enter the scenario and enter the very left portal "The War for Andorhal".
To obtain the portal you have to do:

Kill Piuma di Smeraldo for 24 Piuma di Smeraldo and Pianta Sferzante di Smeraldo for 30 Fibra Distorta
Combine these into 3 Acchiappaincubi to enter the Emerald Nightmare, and defeat all 6 Tormentatore del Sogno (2 per Ancient).
Defeat Thalas Spinavile by the skull/hand statue.
This boss drops Cronoscheggia Riflettente to start Cronoscheggia Riflettente and unlock the Andorhal portal back at Wyrmrest Temple.

Once you've entered the portal accept the Quest from Chromie Cannoneggiando contro il cielo to get one more Sabbie del Tempo .
Afterwards fly straight to kill (each marked with a star on the minimap) Roobi Schizzascintille , Talessah Trainapelli , Gro'thogg , Tessimalocchio Jakunda and Speziale Tillings .
They drop around 1-2 Sabbie del Tempo each. Be aware, sometimes there are Cassa del Tempo directly close to those NPCs. Which also obtain 1-3 Sabbie del Tempo .
Kill the canon to complete Cannoneggiando contro il cielo and turn it in.
Do not forget to open your Sabbie del Tempo , they will disappear if you leave the scenario.
Right click your portrait to quickly leave the scenario.
Speak to Chromie again and repeat the steps till you have your two pets. :)
