Need Artifact knowledge 45 to buy this

1. Talk to Khadgar and do quest Armies of Legionfall then Assault on Broken Shore.
2. Next is quest Seeking Lost Knowledge
3. Delivering Lost Knowledge (on your class hall at artifact researcher)
4. Using Lost Knowledge (use 500 order to research one note)
5. Use Artifact Research Compendium: Volumes I-VIII
6. Get Artifact Research Note, use it and voila

Your alt is just 5 levels behind your main character Artifact Knowledge (40 alt - 45 main)
Once you max your main AK to 50, alt can go up to 45 with Compendium.
Research artifact knowledge futher to get up 5 AK up on alts to be in pair with main char.

P.S.1 I've wasted 3 compendiums for nothing and decided to write this down, so none gets into similar position.
P.S.2 I've leveled rogue to 110, i didn't bothered doing quest Suramar , went for Assault on broken shore. Finish that quest . Didn't get Seeking Lost Knowledge quest next (after Assault on broken shore).With zero (0) AK picked up Compendium and learn it to 30 (main 35 atm).

Class Hall

Artifact Knowledge can now be researched to a maximum level of 40 (was 50).
Developers’ Notes: We raised the Knowledge cap from 40 to 50 very late in the 7.2 PTR cycle, out of an abundance of caution: We wanted to ensure that players of all playstyles, as well as alt characters, would view the Concordance trait as accessible. However, between the additional Artifact Power gains added in 7.2 and others that were hotfixed in after the patch released, we’re now well ahead of that mark. Knowledge 40 now seems more than sufficient for players to reach Concordance, and the prospect of months’ worth of additional Knowledge still left to research makes some players feel like their efforts in the interim aren’t meaningful. Therefore, we’re rolling the cap back to 40.

However, I guess blizzard want to "gate" us again and will remove this new level 40 cap later on. Certainly near the next expansion.

And for those who wonder what % high AK level gives, here's the list :

As of 7.2, even when you research AK 40 on one of your chars, you still can't buy this to send to alts.

As a note to other players since this is not especially obvious.

If you have Artifact Knowledge work order(s) in progress at your class order hall, then this item will only take your character up to 38 (or 39). You will need to pick up the work order(s) and use them to reach the cap.

I just bought this on my main who is at the current cap of level 40. I sent it to my alt who was at level 5 AK and when she used it she jumped straight up to level 40 AK and she obtained the relevant achievements for learning all there is to know about the weapons etc.
