With patch 7.2, you can get this from Nomi when checking on his cooking results. I got 4 today (patch day) when checking on the full 24 results.
More stuff for in your bank/bags, since you need 10 to use it and it's soulbound.
And since it's not listed as a crafting material, you cannot put it in your reagent tab in your bank.
I really hope it is very useful in (faster) discovering new or upgraded cooking recipes!

I have been using this for 2 months now, and not skipping Nomi's cooking results ever.
I did get some good 300-stat food from it, 10 at the time, but no single recipe.
I did get about 5 recipes from just Nomi's cooking results though, so that was better for me.
I do hear/read people getting recipes from using this Prepared Ingredients, so the results are classically random (c)Blizzard.
But be prepared for some disappointment, I guess...

Today I finally got my last recipe just doing Nomi's cooking research. That is over half a year into the expansion.
The Ingredienti Preparati I got in the meantime only gave me (good) random food, but never ever a recipe.
I am glad I'm done with this and can sell the remaining pieces and regain a bank slot.
But I am heavily disappointed in the chances getting recipes faster…

PS: I’m glad that in patch 7.2.5 Merendine di Nomi are added.
I got 5 to speed things up. That is 25 cooking results and I got 1 recipe that way faster then normal.

Does anybody know if this only creates dishes you already have recipes for or is it just random whether you have learned the recipe or not?

This item was confusing to me when I first got it. At first, I was thinking "10 of what kind of prepared ingredients - vendor bought ingredients or crafted foods ingredients?".

As it turns out, you need ten (10x) Ingredienti Preparati in order to combine and create crafted cooking profession foods. Once you have a stack of ten, you can right-click the stack and be rewarded with various Legion cooking profession foods and/or unlearned recipes.

Granted, the tooltip on the item does already say this, but based on my confusion and the confusion other players in Trade Chat also had, the tooltip may not have been as obvious as intended.

I just got 10 of those and received 10 Piatto di Leccornie dei Nobili Oscuri but no recipes sadly.

As of today, I got 10 Suramar Surf and Turf, plus the lvl 3 recipe for this, after opening 10 Prepared Ingredients.

Uovo di Uccello Selvatico is the cheapest Legion material available and are ideal to farm these if you are done with all recipe ranks or intend to get the remaining recipes via these.

Combine 10 Prepared Ingredients to cook several servings of food.

Looks like it simply mimics cooking any recipe you have, I got a single Banchetto Sontuoso di Suramar from 10 Ingredienti Preparati. Would have been too nice to receive 10 hah.
