This was sitting on the bar counter in Moonglade inn during Kirin Tor Tavern Brawl, and later I also found it on a barrel at the Stormstout Brewery.

I can't say if it's available elsewhere, but it definitely spawns during the tavern crawl, and you can pick it up and use it just like the toy version of the S.E.L.F.I.E. Camera.
Except not with so many fancy filters and things, of course. This is, after all, the disposable version.

To start the Kirin Tor Tavern Crawl simply head over to your factions side of Dalaran and speak to the Tavern Mage to teleport you
Horde Anebria Vinsolare Alliance Tipsi Saltarune
Throughout each Tavern is tons of Drinks & Food (Of course) + there is a Fotocamera S.E.L.F.I.E. & Pacco Scartato laying around on the ground
Pacco Scartato Gives you a 4 hour hat appearance buff called Accessori da Locanda
When you are ready to move on to the next Tavern you can simply click on the action button Ultima Chiamata or speak to the Tavern Mage

Also everything phases in/out not sure if its on purpose but it is sure annoying & you may end up in a loop going to the same taverns.
