Found this toy on a table in the upstairs of "The Legerdemain Lounge" along with some research notes from "Willem West".

Summons a lamb Simulacra for 5 minutes when used.

This toy is found just sitting on a table upstairs in The Legerdemain Lounge in New Dalaran.

The Research Notes that sit next to the wand on the table reads as follows:

A most encouraging breakthrough! I was finally able to summon a simulacra of life in the form of a small green dragon, but it initially appeared as though this was merely a fluke, as no other wielder could replicate the effect.

Through some experimentation--and a sudden shocking heat in my pocket--I discovered a forgotten green dragon scale in that pocket, and the pieces fell into place. The wand needed a focus to channel the arcane energies through!

I immediately etched runes into the want to provide a basic focus, and tried again. unfortunately, this only allowed me to summon a small lamb, a mere reflection of the simplest of all arcane manifestations.

Still, the green scale allowed me to summon the whelp again; I wonder if there may be other items that may act as a focus for the wand, and summon other various simulacra.

Further experimentation is, as always, necessary...

Also on the table are a Glowing Red Gem, a Glowing Green Gem, and a Glowing Blue Gem. Using the Wand within about 5 yards of the Gems will begin a channel that draws in energy from each Gem and creates a full sized Non-Combat Pet lamb named "Simulacra". It persists as a 5 minute buff called "Simulated Life".

The Gems act like a coloring system that will determine what color the lamb is. Each Gem has an interaction cog when you mouseover them. You can click on them to toggle them on/off, but there is no visual indication that anything happens. However, when you use the wand again, you will only draw in energy from the Gems that are "on". If you click the Red Gem once and use the Wand, you will only draw energy from the Green and Blue Gems and create a cyan colored lamb. If you have just the Red Gem on, you will get a red lamb (obviously), same with Green and Blue. Red plus Blue creates purple. All three on will create white, and all three off will create black.

The Wand seems to save the settings of what Gems you absorbed. When you're out of range of the Gems and use the Wand again, you wont draw in any energy from anything, but you will still create another Simulacra lamb with a color based on the last Gems you drew energy from.

Of note, when you are standing more than 5 yards away from the Gems and use the Wand, it will activate a 10 minute cooldown despite the tooltip not indicating any CD on the toy. However, as soon as you move within range of the Gems again, the Wand immediately comes off cooldown and is available to use again.

Based on the Research Notes, it is implied that other items exist in the world which the Wand can siphon energy from and create simulacra from. It seems that further experimentation is, indeed, necessary...

List of other types of Simulacra I and others have found so far. The item listed is needed in your inventory when using the Wand.

Works:
Scaglie di Drago Rosso = Red whelp
Scaglie di Drago Verde = Green whelp
Scaglie di Drago Blu = Blue whelp
Scaglie di Drago Nero = Black whelp
All 4 of the above in inventory = Chromatic whelp
Zampa di Coniglio = Rabbit
Guscio Pesante di Silitide = Tan silithid
Pelo di Felino = Cat
Scaglie di Murloc Spesse + Pinna di Murloc = Murloc
Carne di Tigre = Small Tiger

Not going to have a list of ones that don't work.

There are probably other items that can change the appearance of the Simulacra.

This toy is found next to 3 gems.

One is green, one is red, one is blue. You can click a gem to empower it, and click it again to dismepower it.

Use the wand when the gems are empowered, and it changes the color of your sheep! The wand has no cooldown while standing next to the gems, too!

The color change is permenant, and will last even after the wand is taken away from the gems.

Let me get this straight: I can have a pet sheep every 10 minutes, and it lasts for 5 minutes. The sheep can change colors, and can even be a whelp with different colors. Best toy added in Legion, even more so than Emerald Winds.

Wonder how this managed to get by us for so long, though. It's in plain sight with minimal exploration.

It appears that unlike other pets this "pet" does not stay with you if you port (I lost it on my mage when porting to my class hall).

so we know it works with red, green, blue, and black dragonscales, and with rabbits foot
i'll do a little bit of testing now (or when I can get this DH's skinning high enough) but some other things to consider trying are
-warbear leather
-one of the many bear-related drops
-murloc items
-I can't remember the item name, but I believe there was an argent dawn quest item in old scholomance that was some sort of undead dragon scale
-onyxia scales/onyxia's head/nefarian's head
-light feather/roc feathers
-mature blue dragon sinew
-maybe some misc. engineering parts?
-cobra scales
-boar meat
-one of the many scorpion drops
-the obsidian things from mining the Anubis statues in AQ
-the old ZG bat/tiger/raptor leathers
-wildvine? (I tried to think of a plant that could maybe make one of those elemental pets, wildvine seems the most fitting)
-abomination stitching
-slime drops?
-fiery/lava cores
-elemental fire/air/water/earth
-hide of the beast
-thundering/burning charms
-gently squeezed toad
-left shark
-bacon
-last year's mutton
-eye of sulfuras
-sha drops
cant think of anything else at the moment but surely at least one of these will do something

Note that in order to 'update' which creature you summon, you must return to the table where you found the wand with the item in your bags. You cant just swap items out from your bank and expect them to work - you'll get a sheep if you try.

Tried Carne di Tigre today. It works and produces a tiger around the same size as a cat battle pet.

Pelo di Felino will create a cat simulacra.

Of interest to pretty much everyone saying that "x item won't do anything" is this little gem;
Scaglie di Murloc Spesse and Pinna di Murloc while BOTH in your inventory will create a murloc simulacra.
This shows that some items listed as "not working" by other posters may in fact work, but only when combined with another item.

Basicly, this item doesn't require a single item to work, it requires the correct recipe.

Having all 4 (vanilla) Dragonscales in your inventory will summon a Chromatic whelpling.

Having Guscio Pesante di Silitide in your bags will summon a tan silithid.

Tested with a few other grey items (and combinations of them) from vanilla mobs, specifically a few from bears, buzzards, spiders, stags, and wolves, to no avail, but it's very likely that there are more out there. It seems like a lot of the ones found so far dropped from vanilla mobs, although not all exclusively from vanilla.

My favourite thing was using this and then Specchio Magico per Mascotte before going to Xavius in Emerald Nightmare, it gave me a parachute to float down with.

Using the toy incurs a 10 minutes cooldown, however moving into close proximity of the table in the Legerdemain seems to reset the cooldown.

Using this toy made me think of Shannon Noel, as it does pretty much same thing as her. But so far found no special way to interact with her, nor a way to summon Sunrunner with wand.

Has anyone tried to see if the Pietra Mormorante does anything with this item? It seems the Chatterstones purpose was explained, but I still can't help but wonder....

I think it's worth noting that the gems are an awesome joke about the RGB color scale used in coding where you designate a color based off of it's weights in Red, Green, and Blue respectively. Ex: "style="font-size:100%;color:RGB(255,105,180)">Example of Pink Text"

Based on a clue in the Wowhead 2016 Holiday Contest I found Bacchetta della Vita Simulata. What a treat! I went down the icons in the list of toys in the Legion Toy Box Guide. Clicking on the icon automatically entered me in the contest. Then my char ran upstairs to the Legerdemain Lounge in Dal (after picking up a dragonscale on the Auction House). Result --> whelpling of the same color. Nice.
