This drops from Re Morgalash in Suramar at - the easternmost island on the map that is south of Jandvik.

Re Morgalash is summoned by clicking on the Stendardo di Jandvik on the Eastern beach. A word of warning - trying this at a low level can have fatal results, as the mobs and boss that spawn are level 110 and do not scale down. I would imagine at least level 109 is required.

There are a few waves of adds that spawn after clicking the banner - the first two being composed of 3-4 mobs - a combination of Spaccaonde Sashj'tars, Spezzaonde Sashj'tars and Invocatrice delle Onde Sashj'tars, followed by two Calcafosse Anzianos, and finally Re Morgalash himself.

if you start from "Crimson Thicket", goes down on the left side east to "Jandvik". In Jandvik goes down to the sea to the "Azuregale Bay" and floats to the easternmost island. On the island clicks Stendardo di Jandvik and some enemy waves appear. It is best to use the Balista Abbandonata, of which there are two pieces. Defeat the opponents and Re Morgalash.

I just had the weirdest thing happen regarding this. I was heading out to do the Falling Star quest from Khadgar to get the Lightbound Object that fell from the sky. When i landed, there was someone fighting King Morgalash nearby. I was pretty far from the fight, but close enough that I was considered "in combat". I didn't get involved. Instead of going straight to do the quest I've started taking my alts straight north from where you land. At the base of the cliff there are 2 paths (i use the path on the left as there is a Glittering Memento in a chest there) up and around to the neutral flight path at Hafr Fjall in the very southern part of Stormheim. I find it way more convenient learning the flight path through this method so that when there's an Invasion and a WQ is up there, I can get there easier. Anyway, after grabbing the flight path, I ran over to the edge and jumped off, used a Goblin Glider to get back down to where the quest was. About halfway down the Azsharan Court Scepter and Valiant's Glory (more AP) just popped into my bags and I was nowhere even close to the Morgalash. Not complaining though. Just very strange.

The amount of AP in each token does not matter, just the quality of the token itself.
