Don't be an idiot like me and make sure you USE THIS BEFORE YOU START FISHING. Luckily I asked someone before I committed more hours to fishing. I Wasted "only" 750 casts. You have to exhaust the dialogue of the lich that spawns for the shard to even appear.

When Blizzard does maintenance on Tuesday, be ready to wait for the realms to be up again.
Blizzard always says it takes 1 hour but it doesn't take1 hour exactly. Keep spamming login till you get booted into the character selection.
I waited around 20mins today after server maintenance.
Slime was right there.

I find this method more time efficient rather than waiting hours for the slime to re-spawn.

Once you use this item, Timolain the Accursed will appear to share some dialogue about the Ashbringer with you. After you've finished speaking with them, you'll notice this item is gone, which is perfectly okay. The tracking quest, Phylactery Used, will be done, and you can be on your way to fishing for your own Shard of Darkness from the Thondroril River.
