You can purge the Murlocs in Morhiem for these. They drop all three letters. Crumpled Request, Fevered Request and Singed Letter.

Just got this quest from the Murlocs in Morheim, got the 2 other 10 min before, but total farm time was probably 2-3 hours :P

After weeks and weeks of purging murlocs, I just had one drop from a Guardia della Regina Sprezzante during the world quest L'ascesa di Skovald.

Picked this up from the kvaldir invasion area in western Azsuna whilst the world quest was up. Was quite surprised to find it was for one of the Stormheim quests.

After approx 10 hrs of farming Murlocs (80,62) and occasionally a trip over to the pirates (72,55), Fevered Request dropped for me from the pirates. Over the course of my tab target farming adventure I received 5 Singed Letter (all from murlocs), 2 Crumpled Request (both from murlocs) and 1 Fevered Request (pirates).

I've been farming the Murlocs in Morheim for 4 days now, about 2 hours at a time. A lot of folks stated that was the best farm but I'm getting sick of killing these little guys already.
