Actually got this off the mobs at Gloaming Reef in Val'Sharah. So I guess it isn't guaranteed as a drop from Azsuna mobs only.

edit: Have now gotten it twice off these mobs

Confirmed drop from Murlocs at El'dranil Shallows

Managed to loot both, Bloody Note 2x and Fevered Plea 1x Before i finally got the Singed Note.

Was having problems because nowhere in Aszuna you can find a fast respawn to farm these, untill now. You can farm all Aszuna quest starters for field medic in the non-instanced version of Eye of Azshara. There's a lot of Saltsea Droplet in there, fast respawn. Finished Aszuna part of Field Medic in less than 10 minutes.

I tried everything all over Azsuna that was suggested in every comment on the Singed Note. Nothing. I finally looked at the 'dropped by' section for it and tried the Salteye Oracles, 47,90. At the very southern tip of the Isle of the Watchers. It dropped my first run through the mobs and I had not even killed them all yet.
