199 runs and i finally got mine saw 9 other bindings during my runs.
Just remember to note when you have finished the first run of the 10 set of dungeon runs so you know when you can renter.
Lots of rogues running right now 10 set in 32-35 mins then break for 25-30 mins.
(no rep requirement just artifact knowledge 6 i believe)

If you end up in a situation where you obtain both Bindings of the Windlord as drops (Opposed to getting one as a drop that triggers a quest to get the 2nd) then joining an Arena Skirmish for now and coming back seems to yield good results!

Got over 500 runs in NL and i do still not know what i miss.

Got AK 10 or 11, exalted with every faction in Legion, got my left binding aswell.

I was wondering:

Can this actually drop in Mythic+?
Can this actually drop on "normal" Mythic if you already got an ID for this week (means no loot from bosses)?

nobody is running this on "normal-normal" difficulty these days....

I got my left Binding in NL+6 or something from on of the chest. (in outlaw spec). Did around 20 runs today on VoW (normal/heroic/mythic/mythic+) but i am not sure if it can drop in a chest because its not triggered to ashgolem or something.

Can someone confirm that he got one of the right bindings in VoW Mythic+ Chest?

Just got this from a Vault of the Wardens Mythic +5. 3 chested it. I ran the dungeon on mythic plus like... 3x today, got it on my 3rd try. I'm an assassin rogue... so I need to figure out how to use this. I have outlaw as a secondary spec, and haven't even touched subtlety yet. That's my twopence. I also got it first day, patch 7.1.5.

For me it just dropped in Vault of the Wardens +5 Mythic keystone.
Spec and loot were both assassination.

Got this in Heroic Vault of the Wardens, after around 25-30 runs of it. Got it before the piece from Neltharion's lair. Didn't appear to give me a quest though.

I got the appearance 10 minutes ago. It looks amazing, very large and has a nice thunder effect, leaving a cool like behind you when you run :)

Most info here was correct. I had both Bindings drop before I read up more about the entire thing, and went to start the quest.

NOTE: do not go and look for the quest giving NPC on foot, just ask Vathir to fly you to Thorims Peak. Pick the second option in the conversation, get the items and watch the little dialogue.

If you happen to choose the wrong response (like I did -.-) simply start and win OR LOSE an arena skrimish. It works, no matter if you win or lose.

Both bindings dropped in my daily heroics, my rogue is not exalted with ANY faction. I am revered with most tho. And i had all my artifact traits unlocked for quite a while before they started dropping.

The first one dropped in Nelt lair, I had no idea what it was. The second one dropped in VotW the very next time I played it. I guess that when you get one of them, the second is a guarantee drop?

All in all - a GREAT appearance. I was amazed to see it, and very pleasently surprised...

p.s. - I appologize if I didn;t spell everything correctly, English is not my native lang :)

Just got both ones. First one was from dargrul in neltharions lair. Second one from ashgolm from vault of the wardens. Both on heroic difficulty.

I've had an extremely lucky drop-rate on these. Probably done Nelth's Lair about 15 times total since Legion launch and VotW about 10 Times and have gotten both. I was in Assassin spec both times. I was also drinking beer, and I had the Warcraft movie playing on my tablet.

That worked for me, so who knows... give it a shot.

ok i have both bindings .. went to the quest giver clicked on the first passage and got a message to come back when i am done .. and never got a quest , how do i get the quest back ? i was told to wait 24 hours and i waited 48 hours and still just being told to come back when i ready to leave the mountain .. have no idea what to do next .. i do not have any windfury quest in my log or anything

It took me 42 kills to get this one. The left binding, from Neltharions Lair, i got after just 2 kills.

11 Runs of the Vault (Normal) before the Bindings dropped from Ash'Golm.

- Rep does not matter, but you have to have patience waiting in the DPS queue.
- Item still dropped in Subtlety Spec.

(Artifact research is 40, because of Tome from Main)

the drop rate may have been significantly increased in patch 7.3
received both bindings running both dungeons once after launch. also could've been lucky RNG /shrug

I think Blizzard buffed the drop rate in 7.3 (or maybe in 7.3.2), because i got them in Neltharion's Lair at the first try and in Vault of the Wardens at the second try. I did both on Mythic +5.
So i think the drop rate is now about 50-70%.

And i found this video https://www.youtube.com/watch?v=O81LJ9sID74. The guy says he and their friends got them at the first try.

Didn't see any comments about how to obtain this on an alt or a toon you haven't quested on, but is 110.

1. You must choose Stormheim as a strike point from your mission table
2. Do the Scenario
3. Do the ~6 quests at the Cove of Nashal ending with Un lugubre trofeo
4. Turn in Le antiche prove and do La prova di Havi
5. Follow the quest chain from Havi ending with Anticipare il gioco
6. Then you can pick up the quests from Testa di Yotnar and follow chain leading up to Lì dove i draghi dominano
7. You do not need to complete Il ruggito del tuono!, just fly back down to Cullen's Post and Vethir will be there

At that point Vethir will be available at Cullen's Point and you can complete your hidden artifact skin.

Took about 30 minutes to do with flying.

Edit 5/29/19: Don't have the strike point on your mission table and can't see the aforementioned quests? See this
comment by Flakka to pick up where you left off!

If you select the first option, you will get a debuff "Pissed off Dragon". Apparently, you hurt her feelings.....and have to wait 20 hours for her to regain herself so you may select the second option.

For those of you coming here wondering what this is, it is the right half of the bindings for the Rogue Outlaw hidden appearance, which looks like Thunderfury. It can drop on any difficulty of Vault of the Wardens, when you play any spec, and requires at least level 5 Artifact Knowledge (a given in 7.3.5). The left half drops in Neltharion's Lair. It has a hidden effect Sapore del Sangue which gives a 2% movement increase.

Just in case you are doing this a little late (post 7.2), You do not get the quest from the drop of the bindings, You need to talk to the dragon mother when you get one of them or both, and select the second dialog box. IF you do not select the second dialog, you will get a debuff that makes you wait for 20 in-game hours to talk to her again. instead of waiting you can simply queue for an arena and drop out, the debuff should be removed. I hope this helps, it took alot of digging around to figure out my screw-ups. Also, u only need to be level 5 on your weapon for either to drop. They can drop in any spec. You need to be in outlaw spec to get the dialog to show from the dragon mother. The drop rate is significantly increased, i only did 6 dungeons and got both on my alt I haven't played in 6 months.

I believe in BFA these are 100% chance to be dropped as it only took me one run in the dungeons to get them.

I think these dropped on my 7th run on normal, with artifact weapons equipped since I am not sure if they can drop without them.

5 NL normal runs and 1 Vault of the wardens run(s) and I got both Bindings of the Windlord.
Really easy to grab in BFA.

This is still obtainable as of the BFA release.
Got the one from Neltharion's Lair on run #2 and Vault on run #7.

Had loot & talents set to outlaw and had Dreadblades equipped incase they wouldn't drop without them equipped.

I had the NL side since legion, but never tried for the vault one. Farmed vaults for a few weeks (mythic + daily heroic and occasional normal) - didn't drop. Ran NL for an enchanting quest - the vault one dropped from Dargrul - had bfa weapons equipped, not dreadblades. Maybe they're just making them easier to get or moved everything to Dargrul..?

As currently in 8.2.5, I got the left binding (from Dargrul in Neltharion's Lair) in mythic difficulty at my first try. However, Ash'golm (in Vault of Wardens) in mythic difficulty refuses to give me the right binding. So I was like... let me persuade him really hard by grinding him in normal. And he drops the right binding at my first try. =D

But wait first lets Drop Quest items

Manetta Sinistra del Signore del Vento from Dargrul on Neltharion's Lair

Drop chance is very high like 50% i think you can drop from normal / heroic /mythic

Manetta Destra del Signore del Vento from Lav'golm on Vault of the Wardens
as same you kill boss and drop chance very high
both this dungeon Drop for me for first try

First Question

Now we are in Bfa and according to wow head comment need artifact weapon 5+ or drop chance is 0/5%?

before pre patch bfa there is no more artifact power so don't worry you have this option already
not sure that's true but to make sure before you kill boss use your artifact weapon then kill boss

Now we have 2 part and for last one Just buy Zolfo Infernale 10 x from action house if you don't want go mining in legion

when you collect all 3part its time to move Stromheim
but maybe you get problem here when you haven't done any Quest in Stormheim
go to Stormheim /way 30.29 40.64 there are Arcimago Landon and give it to you the quest Stromheim and there is a portal to Dalaran Turn quest in and for next quest you take again there is portal do the (scenario)
This scenario end whit (greymane's gambit) A part of story line

Do the ~6 quests at the Cove of Nashal ending with Un lugubre trofeo
The next Quest Le antiche provew
you meet Havi Start chain quest La prova di Havi
Do chain quest until you see Il ruggito del tuono! Dont need to complete this quest
We set Thrymjaris free and now we are top of the mountain
This all about change phase now can see (Thrymjaris)
speak with Thrymjaris and choose the second option to start the dialog concerning the windlord
you may click on first one and you cant see another option now its ok don't worry join arena skirmish because you have a buff now and when you join arena this buff remove then again you can get option number two
/way 40.79 80.76 can start the hidden artifact quest

note:

from the start in Stormheim /way 30.29 40.64 if you cant see any quest
we have 2 option
1. go to /way 40.79 80.76 if you see (Thrymjaris) there so you pass story line already and start hidden artifact quest
2. if there is no dragon and you cant find quest to start story line you must choose Stormheim as a strike point from your mission table(scout)
and if there is no quest to get that's mean you start another zone quest and abandon quest before done your quest find out what zone you start (can see from map there is question mark on map) do first part and back to class hall mission table again

Got one from NL mythic on first try. had to equip artifact weapon just in case. Did vault on mythic but no drop on first run. did another run on heroic just after the mythic and got it. all parts in less than an hour. Good luck!

on Shadowslands patch 9.0.2, I ran the dungen on Mythic & I didn't get it. First run on Heroic dropped this binding.

I dont get it in Shadowlands 9.0.5. I tried like 20 runs and still nothing.
I started playing in Shadowlands so I dont have any Legion content. I tried with all specs.
Maybe I need some precondition.
Can someone help?

Can confirm that this drops as of 9.2 with outlaw spec and loot selected and the only quests completed were the quests to get the legion artifact. I didn't even have it equipped and it still dropped on normal on the 4th run.
