Dropped from Dargul in Neltharion's Lair on Heroic. The rogue that obtained it was exalted with both Highmountain and Valajar, and was at Artifact Knowledge 5.

You just have to farm Dargrul on Normal with 5 rogues, you can skip everything up to him

Can weigh in with a bit of information on the left binding. I got it today from a normal run. Kill #55. AK6. No higher than honored with /all/ reputations. Reputation is /NOT/ a lock on the drops.

If you end up in a situation where you obtain both Bindings of the Windlord as drops (Opposed to getting one as a drop that triggers a quest to get the 2nd) then joining an Arena Skirmish for now and coming back seems to yield good results!

IMPORTANT: You do not need exalted with ANY reputation for ANY of the two bindings. Got both mine at revered. These false rumors about needing exalted with anything needs to stop, because it's simply not the case.

since it is not listed in his loot tables and many rogues have over 500+ recorded kills and still nothing this damn thing is likely a 1% to 5% possibly a lower drop chance however after obtaining one myself I can confirm you do not need exalted to obtain most likely knowledge level 5 or 6 but mine was 7 at the time thankfully this one still had a rogue path available unlike vault which has been hot fixed to kill you if you attempt the short cut hopefully blizz dose not patch out the dargul short cut since it feels very inline with our characters lore sneaking through dangerous uncharted areas to obtain treasure

Left half dropped off last boss in Heroic Neltharion's Lair. I was spec'd Assassination at the time and got the left one, but no quest popped. I re-logged, no quest. I exited game, waited 5 minutes and re-entered, no quest. I spec'd Combat, no quest. I re-logged, no quest. I exited game, waited 5 minutes and re-entered, no quest. I spec'd back to Assassination because only sissys spec Combat or whatever they call it these days.

This all points to what the tooltip makes obvious to me...since there are left and right halves, you need them both to make a whole (1/2 + 1/2 = 1).

Personal opinion/side note: This appearance looks like 2H DK weapons, not stealth class sneaking up on folks and being agile during fights.

Can anyone confirm this dropping since patch 7.1? I've killed him with other rogues at least 40 times today and nobody has gotten a drop.

I can confirm that you can get these bindings on Mythic+, Been farming relics in Vault of the Wardens and I got one from a chest at the end! Sadly I did not take any screenshots so you have to take my word for it.

I thought I'd share my journey to the LEFT binding because I was so worried it would never drop:

Requirement is AK 5 .. You CAN be higher, and I was at AK 18 when it finally dropped
I ran 143 runs of NL before it dropped.
Ran Mythic, Mythic+, Heroic, and Normal in rotation. It dropped on Normal

It does drop. Just keep running and have faith!

Got the right half from Glazer in Heroic Vault of the Wardens. Artifact knowledge is 23, no reputation level above friendly with ANYONE. First run through the instance.
Was running on assassination spec at the time.

solo'ed as a 900ilv outlaw, roughly 10 minutes per run.

I am pretty confident the drop rate was increased with 7.2

I ran with a group of rogues for 10-12 attempts of Neltharion's Lair and saw 4 bindings drop. I ran some Vault of the Wardens by myself and got the binding after only 4-5 runs.

I have seen similar comments so it may indeed be true.

The information on getting hidden artifact weapons can sometimes be lacking. So i hope my comment can help abit.

Managed to get this item on 22/06/2017. Patch 7.2.5

From Vault of the Wardens HC.
As subtlety.
Neutral with faction "The Wardens" and "Hightmountain Tribe".
Artifact knowledge 40.

I think Blizzard buffed the drop rate in 7.3 (or maybe in 7.3.2), because i got them in Neltharion's Lair at the first try and in Vault of the Wardens at the second try. I did both on Mythic +5.
So i think the drop rate is now about 50-70%.

And i found this video https://www.youtube.com/watch?v=O81LJ9sID74. The guy says he and their friends got them at the first try.

Had this drop for me today in heroic around 12pm PST after a total of maybe 5 or 6 tries spread out over a few months.

Didn't see any comments about how to obtain this on an alt or a toon you haven't quested on, but is 110.

1. You must choose Stormheim as a strike point from your mission table
2. Do the Scenario
3. Do the ~6 quests at the Cove of Nashal ending with Un lugubre trofeo
4. Turn in Le antiche prove and do La prova di Havi
5. Follow the quest chain from Havi ending with Anticipare il gioco
6. Then you can pick up the quests from Testa di Yotnar and follow chain leading up to Lì dove i draghi dominano
7. You do not need to complete Il ruggito del tuono!, just fly back down to Cullen's Post and Vethir will be there

At that point Vethir will be available at Cullen's Point and you can complete your hidden artifact skin.

Took about 30 minutes to do with flying.

People aren't being very helpful in terms of how you can actually 'USE' these items but I can confirm that I just got one in wardens and the other immediately after in NL on last boss while in Ass spec. Wasn't even farming them.

Seems u have to win an arena match then the conversation options with the Dragon Thyrmijarim up top of Thorim's Peak gives u the quest.

Make sure u have 10 Infernal Brimstone for handing into the Wind NPC when he turns up

Just in case you are doing this a little late (post 7.2), You do not get the quest from the drop of the bindings, You need to talk to the dragon mother when you get one of them or both, and select the second dialog box. IF you do not select the second dialog, you will get a debuff that makes you wait for 20 in-game hours to talk to her again. instead of waiting you can simply queue for an arena and drop out, the debuff should be removed. I hope this helps, it took alot of digging around to figure out my screw-ups. Also, u only need to be level 5 on your weapon for either to drop. They can drop in any spec. You need to be in outlaw spec to get the dialog to show from the dragon mother. The drop rate is significantly increased, i only did 6 dungeons and got both on my alt I haven't played in 6 months.

I did several runs on normal with no drop, then I ran 1 mythic run with the artifact weapon equipped and it dropped. I am not sure if you have to have the weapons equipped or not?

Confirmed to drop WITHOUT artifact equipped on normal difficulty in Battle for Azeroth!

This is still obtainable as of the BFA release.
Got the one from Neltharion's Lair on run #2 and Vault on run #7.

Had loot & talents set to outlaw and had Dreadblades equipped incase they wouldn't drop without them equipped.

Confirmed today at 12:50, 04-11-2018 on EU realms, C'thun, Horde. I was at assassination spec with the loot spec change to outlaw, get at the first run on heroic mode with my 120 belf rogue. Not artifact equiped, not outlaw spec activated, only loot spec change to outlaw.

Outlaw Rogue without legendaries equipped
Dungeon: Vault of the Wardens

Dungeon difficulty: Heroic + 1 try on Mythic, but dropped on Heroic
Drop Rate : dropped on 6th or 7th Boss kill = 1-2 Hours

Now farm the other one from Natharion's Lair.
Give some feedback when it drops.

Drop chance is very high like 50% i think you can drop from normal / heroic /mythic

First Question

before pre patch bfa there is no more artifact power so don't worry you have this option already
not sure that's true but to make sure before you kill boss use your artifact weapon then kill boss

Now we have 2 part and for last one Just buy Zolfo Infernale 10 x from action house if you don't want go mining in legion

when you collect all 3part its time to move Stromheim
but maybe you get problem here when you haven't done any Quest in Stormheim
go to Stormheim /way 30.29 40.64 there are Arcimago Landon and give it to you the quest Stromheim and there is a portal to Dalaran Turn quest in and for next quest you take again there is portal do the (scenario)

speak with Thrymjaris and choose the second option to start the dialog concerning the windlord
you may click on first one and you cant see another option now its ok don't worry join arena skirmish because you have a buff now and when you join arena this buff remove then again you can get option number two
/way 40.79 80.76 can start the hidden artifact quest

note:

from the start in Stormheim /way 30.29 40.64 if you cant see any quest
we have 2 option
1. go to /way 40.79 80.76 if you see (Thrymjaris) there so you pass story line already and start hidden artifact quest
2. if there is no dragon and you cant find quest to start story line you must choose Stormheim as a strike point from your mission table(scout)
and if there is no quest to get that's mean you start another zone quest and abandon quest before done your quest find out what zone you start (can see from map there is question mark on map) do first part and back to class hall mission table again

I have no rep to speak of with any clans, and have not done any pre-req quests.
My guess is drop rate is 100% and that this drop is buffed for us late bloomers in Legion.

on patch 9.0.2 (Shadowlands) it didn't drop one run Mythic, didn't drop one run Heroic, finally dropped on 3rd run of Normal. I was revered with their faction.

I'm in Shadowlands and it just won't drop.. I'm at over 50 runs now, Is there any pre-request for it?

Got the bindings on 3rd May 2021 patch 9.0.5 Shadowlands.
I did about 100 tries without getting them and then I decided to go do the Rogue class hall quest chain and get the actual dreadblade legendary.
As soon as I socketed the dreadblades (and not only have the transmog), the bindings dropped in the first 3 tries.
So you WILL NOT get the bindings if you do not have the dreadblade item. If you never played legion and you only have the transmog, it will not cut it, so go do the rogue class hall quest-line

Have to have Stormheim chain done to where Thrymjaris is at Thorim's Peak.

I was in sub spec without artifacts equipped to loot both halves. One from mythic Vault, other on normal Neltharion's after trying heroic and mythic.

Important part that is YOU NEED TO BE IN OUTLAW SPEC TO SEE CHAT OPTIONS AND SELECT SECOND ONE!

Artifact appeearence obtained on: 30/08/2022 - Tarrne Mill EU - Shadowlands 9.2.7.

I've completed the Stormheim questline up until Cry Thunder quest so I would be able to see Thrymajaris and interact with it then i started to farm the dungeouns for Bindings.

1. Bindings of the Windlord from Dargrul on Neltharion's Lair - dropped 14th run on NORMAL.
Note: after 12 runs withouth the Legion artifact equipped i decided to equip it and run again. Two runs forward and the binding dropped. I don't know if it was luck or it's related but you might want to have the artifact equipped just to be safe.

2. Bindings of the Windlord from Ash'Golm on Vault of the Wardens - dropped 1st run on HC.

On my outlaw rogue alt with sub loot I did about 6 runs 5 on normal last one on heroic and got the first binding. The dreadblades are in my vault and not fully upgraded. I did some of the legion campaign, but I was in highmountain. I haven't touched Stormhiem once.

Update on obtaining the Thunderfury artifact appearance!
I got both yesterday bindings, patch 10.0.5 dragonflight.

So I will share you my path to thunderfury since I myself haven’t played Legion so I had a hard time getting the appearance:
First you have to obtain the dreadblades, it is pretty straight forward, fly to dalaran, I think Valeera will approach with the quest. Then you can enter the halls of shadow through a bookshelf(there is a guide on that im aware)
So on you simply follow the chain quest for dreadblades which is fairly easy(15 minutes or so)

Second thing I suggest you to do is the stormheim chain quest. Someone posted the info in the comments so I will use it as a reference.

Go to Stormheim /way 30.29 40.64 there are Archmage Landon and give it to you the quest Stormheim and there is a portal to Dalaran Turn quest in and for next quest you take again there is portal do the (scenario)
This scenario end whit (greymane's gambit) A part of story line

Do the ~6 quests at the Cove of Nashal ending with A Grim Trophy
The next Quest The Ancient Trialsw
you meet Havi Start chain quest Havi's Test
Do chain quest until you see Cry Thunder! Dont need to complete this quest.

So now you should be able to see the dragon which ends the appearance quest.

Third thing to do is obtain the left and right binding dropped from two legion dungeons.

I first got the one from the last boss in neltharions lair.
It dropped on normal, I used dreadblades as weapon(tried without and it didn’t drop maybe coincidence).
Artifact knowledge doesn’t exist anymore so we don’t need that, your reputation will be on friendly after completing the stormheim chain(not sure if friendly is needed for drop, i doubt it).

Then go to vault of wardens kill the ash golm, I got mine on first try also using the dreadblades.

Make sure to have infernal brimstone x10 and proceed to that dragon on top of the mountain.

After that everything is done just proceed with the quest, make sure to use the second dialogue option when talking to the dragon.

Appearance can be set in Halls of Shadow where we got the Dreadblades.
