This is one of the Rogue glyphs added in Legion. This is applied directly to your spell, in your spellbook.
Removing a glyph: use Vanishing Powder on the specific spell, this will remove the effect, however, if you want the glyph again, you'll need to rebuy it.

Can't be applied to Outlaws sap currently

When you use this glyph, the following changes occur in your Tramortimento:

1. There's a different sound when you sap, like liquid hitting the bottom of a keg (or an enemy's head)
2. The enemy still has the normal purple sap haze over his head, but also has:

Tiny @#$@#%# confusion icons around his head
Bubbles floating up from his mouth like he's drunk

*Note:
~~Currently cannot be learned on Outlaw spec. It will give you an error saying, "That glyph is invalid for your Outlaw specialization." Probably a bug. Can be learned fine on Assassin and Sub.~~

~~since I role-play my rogue as an alcoholic this is a must have item~~ since it dose not work on outlaw spec aka the pirate spec you know the band of characters you'd expect to be hauling around grog or rum I guess I'll just let it sit in my bank till I decide to work on an off spec or blizz fixes this bug, finally been updated to use on the spec but sadly outlaw has been gutted so oh well

I purchased this glyph while I was playing Outlaw and before I knew it wasn't working properly for the spec. I was still able to apply it to my Sap spell though. Only after did I read up on it not working :(

After the fix to the glyph however, I noticed today that none of my specs show the modified Sap spell in their spellbook (the light purple arrow in the top left of the spell). Has anyone else noticed this or other cosmetic glyphs disappearing?
