I got this tonight as 870, but its only giving me around 2.7k rating, not the 4k+ its intended, any1 else gotten this to confirm its bugged/broken?

One of the procs I had from this item, in addition to getting a buff which increases a stat, is a frontal cone green breath. I think it's this spell Soffio del Draco Purificato
Did around 160k nature dmg, trinket is iLvL 850.
Not 100% sure if it's AoE yet, need to test, the proc seems to be quite rare? Had it for over a day and only saw it a few times.

Take note: Not copying anyone from above, just giving a current accurate test of the trinket from own testing and perspective from a 865 Heroic: Chiamata della Natura

You can have multiple procs per minute for this trinket, im not sure the cap for it, but i've had up to 6-7 different stacks proc per minute on top of eachother, and in some situations all 3 up at once, so currently the proc rate is very high, theres a certain amount you can get per minute from my understanding though, but from me just getting 5+ per minute sometimes, its definitely viable. (for stats)
Each stat listed below(Crit,Mastery, and Haste) all will proc for 2,720 (865 Heroic)
This trinket also procs a spell called Soffio del Draco Purificato which does around 100k normal damage and anywhere over 150k for crits. This spell only procs one per 2 minutes.

Crit Proc: Benedizione dell'Antico Purificata

Haste Proc: Benedizione della Sorella Purificata

Mastery Proc: Benedizione del Fuoco Fatuo Purificato

With an ilvl 850 Chiamata della Natura, each stat buff is giving me 2572 of each rating when they proc and the breath is doing 84.9K - 92.2K damage on non-crits, crit for 181.6K. This was on a 110 Training Dummy.

From only auto-attacking a dummy for 5mins I had 3.4% - 3.8% uptime on each of the stat buffs and 5 procs of Soffio del Draco Purificato.
From doing my full rotation on a dummy for 3mins I had 5.4% uptime on each of the 3 stat buffs and 0 procs of Soffio del Draco Purificato strangely.

Looking at the log for a H Nythendra kill I had (Fight length: 6:56);
9.61% uptime for Benedizione della Sorella Purificata
7.19% uptime for Benedizione del Fuoco Fatuo Purificato
2.4% uptime for Benedizione dell'Antico Purificata
0.87% of damage done was by Soffio del Draco Purificato with 4 total hits, 1crit.

Soffio del Draco Purificato proc'd at 23s, 176s, 186s, 317s
Only common thing during the 2 procs at 176s and 186s were the DoTs from Trappola Esplosiva and Sulle Tracce

I got it today on my Fury warrior in LFR . It had leech. I thought leech was removed from the game. Does it apply in pvp ?

885 Heroic Titanforged trinket procs for 2931 stats each. the drake breath hit for 180k

tested this 29. december 2016 for several minutes. I got 1 proc per minute for the 2720 cleansed buff from hc version, which is a lot less procs than suggested in top 2 comment. might have been changed. the breath holds true with an internal CD of 2 mins

As of Shadowlands 9.0.2 it has the following effects.

Chance to increase Haste by 55 for 10 seconds
Chance to increase Mastery by 55 for 10 seconds
Chance to deal 707 damage.
