This tome seems to be how Mages learn the Illusione spell in Legion, since it was previously learned through a minor glyph. It's sold by Endora Moorehead in Dalaran.

Seems to be bugged as right now, my Shaman can see it fine and even buy it but my mage cannot see it.

This Mago-only tome is sold by Endora Testagrande in Northrend Dalaran, at in the Sisters Sorcerous shop (just south of the stairs to the Violet Citadel, adjacent to the entrance to the Silver Enclave).
It doesn't appear to be available in Broken Isles Dalaran, as the Sisters Sorcerous shop with Endora Testagrande in it does not exist there.

This tome is available in unlimited quantity.
Endora Testagrande is a member of the Kirin Tor. As such, your reputation with this faction will give you a discount on this Toy (which is "normally" priced at 50g)

Friendly: 47g50s (ALL Magos start at this reputation with the Kirin Tor)
Honored: 45g
Revered: 42g50s
Exalted: 40g
