The proc previously was not working, however as of 10:44 PM EST blizzard has hot fixed it to work. It shows up in the damage meter as Brutal Haymaker and the 15% damage to the target looks like the Warrior's Slam icon.

So just got this from the World Quest on my BM hunter... Kinda sucks lol.

As previously commented this comes as a reward from World Quest, mine was Black Rook Hold. I received the Mythic 840 version.

EDIT - Upon testing it turns out that this -DOES- work for BM spec. The proc rate doesn't appear to be very high but I can confirm that I had "Brutal Haymaker" in my recount log.

As of 9/3/16, confirmed available for MM hunters, but does not proc from any attacks after testing on training dummy. Switched to polearm, almost instant proc from white damage while in MM spec.

Conclusion: As of right now, useless for MM.

Although this appears to work with ranged attacks, contrary to the tooltip, I can confirm it does not work with spells.

Can be proc'd by BM Hunters Kill Command as it counts as a Melee attack.

DPS needed to make full use of the damage increase:

Normal: 132,622 DPS
Heroic: 139,951 DPS
Mythic: 159,786 DPS

Each Item level point seems to increase the DPS needed by around 1,400.

It increases your DPS by 3.45% at most, only getting worse as your DPS increases. This doesn't count the haste or the direct damage which procs 0.92 times every minute, which deals a varying amount based on the trinkets IL. On average it will increase your DPS by:

Normal: 1,516 DPS
Heroic: 1,588 DPS
Mythic: 1,826 DPS

Each Item level point seems to increase the DPS provided by the item by 15.25.

Got this in 840 from Mythic. Really nice trinket for my Fury Warrior. The haste alone did enough to make this trinket worth it, but the equip is also really nice. Not BiS by any means but it's alright!

26 mythic+ black rook hold runs. Not even once, did the trinket drop for me or anybody else. I set my lootspec to arms. I start to think that it does not drop for arms or I am unbelievably unlucky

Obviously, not good for any sort of multitarget or AOE situations and even in sigletarget it manages to proc 1-2 times over the course of raid fight, which makes this trinkets stupidly underbudgeted regardless of itemlevel. Use this trinket only if you value haste A LOT.

Those points make this trinket horrendously bad for feral druids up to the point that it feels like an empty slot. Will be more valuable for haste-healers.

I wanted to inform an issue with an item that affects the fury warrior's skills.
When i cast "battlecry" and then use "bloodthirst" my warrior becomes "enraged" because it has 100% crit chance, the problem is that "spiked counterweight" activates when i try to do that combo and my warrior doesn't become "enraged" and that causes me to lose dps.
if "spiked counterweight" activates in any other situation this problem doesnt happen.

Got ilvl 880 from Weekly Class Hall chest with 1043 Haste which is really good for me(Enhancement Sham).But the Equip bonus is not that good.
(878 ilvl,All Traits unlocked)For 2 min opener on dummy with Cooldowns and Bloodlust, it procced once and only 537k damage in total.And second time in 5 minute testing,it procced 3 times and did almost 1.5M total damage.And last time without Bloodlust or cooldowns,it procced 890K in 10M damage done on Target Dummy.Damage it does looks pretty random.
In my opinion, not good for Enhancement at least,not worth breaking Bloodthirsty Instinct+Spontaneous Appendage combo.

Tested an ilvl 920 version on windwalker monk on target dummy. Does between 3-4% of my damage. This makes it worse than my 870 plain stat trinket Zampa di Coniglio a Tre Dita

Does ridiculous damage with chromie time scaling. Got one around 35 and it's dealing around 3k damage on a proc when enemies only have 4-5k hp.

Terrible trinket, at season 3, ilvl 470 procs 6 times in 6 minutes...deals around 1.4M damage ( 4,4% of damage )

According to todays WoW Hotfixes - December 12: Spiked Counterweight damage increased by 20%

As I had this trinket in bag for a while, today I did sim it out of curiosity and it give me a +1402 replacing mirror of fractured time, wich did indeed surprise me. I tested it on my ret pally on dummys in aoe build and it's proc is very... rng? once 11% once 20% once 27% but it did crit 50% everytime (note: this is stil rng not default)

I made a simple WA icon that glowes when the 15% increased dmg buff is active

The bonus proc doesn't make any sense at the M+ level in Dragonflight. It says it increases the damage taken from you by 15% for 15 seconds, up to 153k damage. Just *one* of my rising sun kicks does over 200k.
