You get this fish from a fisherman on the docks in Shadowprey Village (Desolace). You need to give him five , found in traps in the area underwater. He then gives you one of these.

They're used for a quest, and it's not suggested to actually eat them yourself.

It's not a buff food, but it heals for a lot more than the average level 25 req foods.
Foods like this are normally for level 35!
If you're clearing Shellfish Traps in search of a Big Iron Fishing Pole (and you're Horde), take the opportunity to turn in your Shellfish to Jinar'Zillen for the repeatable quest Fish in a Bucket.
Don't forget to save two for Nataka Longhorn in Ghostwalker Post for his quest: Catch of the Day.

Is there an Alliance equivalent of this item? The amount of recovery at this level is well worth the trouble.

This quest is no longer repeatable. And the 'Catch of the Day' quest was removed right before the Cata release.

Therefore, the bloodbelly fish has no use, other than simply eating it.
