I don't know if these are obtainable anywhere else, but I got one from a container (Mammoth Skin Bag) at 45.5, 79.2 in Path of Huln in Highmountain.
The container respawns after about 5 minutes, and you can carry more than one milk, but they have a duration of only 2 days so you can't hoard them... at least not for long.

Edit: Well, I've come across 3 more Mammoth Skin Bags nearby in Path of Huln, so these aren't at all uncommon.

Interesting little item. Healing is way too infrequent to reliably cheese much out in the world, but may save your life on a World Quest once in a while.

This effect is not erased by a food buff as gained from items like Spumante di Faronaar. So you can have Mammoth Milk buff & food buff at the
same time.

i have had 2 in my inventory for about 3 or 4 days. the duration started at 1 day and they still have 6 hours remaining.

I feel like this may be a reference to Skyrim.

In Skyrim the giants farmed mammoths, and you could find sacks of mammoth cheese around their camps. The mammoth milk is found in sacks around giant (ettin) camps in Highmountain, despite Highmountain apparently having no mammoths. Maybe the Highmountain mammoths all had their physics bug out and they bounced into the sky, and that's why they're all gone?
