Found in a treasure chest on on cliff in the Haglands in Highmountain. There is a kobold trying to protect the chest from a Fleshrender Roc.

When combined with the other 3 items it creates Aquilone dei Corno Celeste di Piume di Grifalco which functions exactly like Kit dell'Aliante dei Goblin Which is a controllable slow fall.

Best way to find this piece is when you're doing Skyhorn quests to kill stuff in the Haglands. When you get the quest to kill the Witchqueen and you walk up the mountain, turn left when you're in front of Lasan Skyhorn. You'll see the Fleshripper roc.

from Skyhorn goes north through the Darkfeather Valley until the Rockcrawler Chasm. Before the cave, goes right up the hill in "The Haglands"... go always left until you're pretty high up at an intersection-like surface. From there go over to the hill, there is a small path uphill to a nest with a Cassa del Tesoro. Open the box and you get Piuma di Grifalco Scintillante.

The treasure chest looks different from the one one the screenshot. It's on a nest, with a highmountain look.

If you go from Darkfeather Valley the path starts on 52.27 36.63, then go to the left through 52.68 34.90 and again turn left to 51.82 34.11
On 50.94 33.76 turn left.
When you see Lasan Skyhorn with Aviash turn left and you will see the nest.
Chest is in 49.64 37.74 in a nest.
