Quite easy to solo as a rogue, though the Scarlet Sentinel guards do have increased stealth detection.

The Townhall is the building with the Clocktower it will have a few guards outside as well as a few guarding inside. Distract works nice here as you weave through them.

There are 2 guards immediately at the books location (For me the guards were paladin it may vary though)

Sapping one and throwing a blind powder at the other will give you all the time you need to loot the book (around 5 seconds to loot it) and get out of there.

Did this with my pet, tank lev 60, no real problems, just avoid the groups and make sure you kill the ones you target - they will always bring a second back up and if they get away (when their health gets low) will get more back up.
Had a problem with a level 61 elite just before entering the building, you need to rip it's head off, via any means that are at your disposal.

If you are unlucky like I was there will be a rare spawn, Scarlet Judge, inside at the same time.

If you loot it, you get buff "Haunted", with subtitle: "A chill surrounds you."
10 minute buff.

I went in, but house is empty. Looks someone already went in. Easy pickup.

When i waited a bit longer, a ghost "Darrowshire Poldergeist" showed up as my minion.
He talks:
"End our suffering!"
"I was devoured by Horgus! I can still feel his teeth upon me!"
Then he vanished.

Later another showed up again. She talks:
"The Light must prevail!"
"End our suffering!"

And third one talks:
"Captain Redpath! How could you forsake us!"

It's actually in the house, upstairs in the second room in a little fireplace-lookin' thing.
Took me a long time to realize it.
Also, if you're a low level, be prepared for two of those big dogs to come after you once you grab it.

The location has changed with Cataclysm and is now at The Marris Stead in Eastern Plaguelands. Go into the house, up the stairs and as you enter the farthest room it is to your left in the fireplace. This is evidently the case with both alliance and horde.
You will have to deal with two spawns (lvl 41 plaguehounds) once you pick up the loot.

This item is currently not obtainable, which is known to the development team.
You will be able to click the libram, but it will not appear in your inventory.
The 2 hounds will spawn and the debuff will be triggered.
Ingame Support will not be able to assist in moving forward in this questline at the current time.

Do not be fooled by blue glowing shield/arrows thing, where actually quest item supposed to be.
This one hides upstairs, second floor, inside of fireplace.
And yes, it will get you haunted
And yes it is obtainable .
