As of 11/16/15 (6.2.2), the buff can be casted on yourself or any other player, regardless of being in a party or not (despite what the tooltip says).

Item text says "on a targeted party member", but it works on non-party members as well, AND it works cross-faction. (... at least, it does today, day 1; it could be a bug and could be hot-fixed.)

Edit - You can also self-transform (unlike Hallows End wands). There was no /dance animation for murloc-form when I tried it. It produces various color scheme murlocs.

When you wear the Murloc costume, don't forget to TALK like a Murloc: "Arrglobogloboglobo..." Then, flirt a hot human female (some sexy). Click her, type /flirt, trade her a bouquet of flowers, then talk with her: "Arrglobogloboglobo..." Repeat all :)

Not certain which patch added it exactly (likely 7.2.5? for the AH dance studio micro-holiday perhaps?), but wearing this murloc form, there's now a unique dance animation! It even makes snapping sounds when snapping during the dance.

If you get turned into (or turn yourself into) a Murloc with this wand, try /dance. It's kind of different. It's also not the same as the dance you get with the Blizzcon 2007 Murloc Costume. :)
