From the Scarlet Bastion entrance follow the stone corridor to the first hall. Go thru the door on your right and follow the red carpet. Continue thru the sanctuary room and you will enter a hallway with a door in front of you, open that door and follow the stairs down. At the foot of the stairs take a left. You will see stacks of crates to the left and right of the doorway. The plans (and the spawn point for the Crimson Hammersmith) are behind the crates on the right.

Important to note that these do NOT drop from any mobs listed, but are found on the ground as the first comment explains. Because they are not soulbound, they can be sold on the AH. I sell them frequently for 500-1000g, because so many people have never seen them before and have no idea they exist.

Like the previous posters have mentioned, these plans are found on the ground in the Hoard section of the Scarlet Bastion in Stratholme. They are the same plans that when clicked, spawn the hammersmith for the new Cataclysm quest Cutting the Competition.

Some things to remember if you're looking for these plans:

- You must be a blacksmith and NOT a level 1 BS. Meaning, you most likely have to be around skill level 285 or so to loot these as required by the plans. I tested this with a fresh level 58 DK with level 1 BS. Couldn't loot them.
- You do NOT have to be on the aforementioned quest in order to loot this specific set of plans. Again, I tested this with my 85 paladin who is a 510 BS. I had already completed the quests when leveling, yet I was able to run in and easily loot the plans.

tl;dr: Need 285-ish BSing to loot plans. Don't need to be on Strat. quests to loot.

If you are trying to get this recipe in order to complete your recipe list, you can also try your hand at farming the other Stratholme-exclusive recipes. All of the following recipes are Bind on Equip (BoE) and so therefore could also be potentially found on the Auction House.

Plans: Hammer of the Titans - Maleki the Pallid (8% droprate).
Plans: Corruption – Contained 100% in the object Blacksmithing Plans. Requires that you be on quest “Weapons for War” AND that you be at least a 290 Blacksmith in order to loot.

Live Side:

Plans: Heartseeker – Willey Hopebreaker (7% droprate).

Tailoring:

Pattern: Truefaith Vestments - Balnazzar (8% droprate).

Alchemy:

Recipe: Flask of Distilled Wisdom – Balnazzar (3% droprate). Can also be purchased upon reaching Exalted with Cenarion Expedition (TBC) from Fedryen Swiftspear.

Additionally, while farming these recipes you can also work on completing the achievement Exalted with Argent Dawn by means of a repeatable quest that is accomplished in Stratholme. See this comment for full details on how reputation gains work for the Argent Dawn post-Cataclysm. You can obtain the Bind on Pickup (BoP) Argent Dawn recipes without being Exalted and so without the need to enter Stratholme.
