Plenty of pools of these in the ocean of northern Stormheim, with three in close proximity of each other at roughly 55.1, 24.0.

A great area to find pools of these is around the city of Suramar.

This fish is only caught on open sea pools, and I found a lot of them, with constant repop on Suramar near Jandvik (Islands around 78 61)

To access faster you could user the Twilight wineyard portal, if you have it unblocked.

I've seen a few pools off of the east coast of Stormheim, but they're too far away to fish from the shore. Odd..

Found plenty in Suramar, on the coast around Jandvik, both to the south and to the east. Had no problem catching them with 400 fishing skill.

EDIT - BUGS BELOW BOTH FIXED AS OF 9/30
As of 9/10/16 there is an additional barracuda bug. After putting the 3rd barracuda point in your underlight angler, you will NOT be able to fish up ANY barrels from black barracuda schools. Will post updates as soon as they fix it, but for now- trust me- don't do it.

Ranks 1 and 2 of Barracuda Angling produce the following bug:
When fishing with Canna da Pesca di Sottoluce (with points in Barracuda Angling) the "captured fish" barrels obtained from schools currently seem to be bugged. They're only giving either 1 or 0 barracudas, and 3 to 5 silver mackerel.

So, if you have the artifact, you might want to avoid putting points into this one for now- it's more profitable to fish the pools with single casts to get 4 or 5 barracuda.

I submitted a bug report to Blizzard today (9/4/16).

Update: Neither bug fixed as of ~~9/13/16~~ 9/24/16.

Update#2 (2:12 am, 9/14/16): So I may or may not have had a lot of tequila and said to myself "screw it, I'm going to respec my Canna da Pesca di Sottoluce and get rid of 3/3 in Barracuda Angling. 30,600 AP to respec for me. Totally worth it. I have my barrels back at 2/3 Barracuda Angling, and I'm farming Pesce Ascia and Barracuda Nero Antico MUCH faster now to make up for the lost AP. In addition, it now looks like you can get up to 2 Black Barracuda per barrel, instead of just 1, which is an improvement. I may or may not regret this in the later morning.

Best place to fish these is in Suramar between Jandvik and the naga island (/way Suramar 75.41, 50.71 Black Barracuda and /way Suramar 84.28, 55.40 Black Barracuda). There are around 8 pools of Black Barracuda between these coordinates. Try to catch them all with these fast respawns ;)

As of the September 30 2016 Hotfix the bugs have now been fixed;

Black Barracuda Angling (Rank 3) should now correctly grant a chance to provide an instant pool catch.

Fish that are instantly caught from the Black Barracuda Angling trait are now selected from fishing pools, rather than open water fishing.

Is there a spot where you can open-water fish barracuda? So far I've only been able to fish up the zone-specific fish and not barracuda. I tried eye of azshara and broken shore and it says there are no fish there. No idea where to open water fish these.

The advice of Jandvik bay is good, as you can never outfish the schools that pop up along the beach that runs east from Jandvik torwards the naga island. However, my favorite place to fish them is Astravar Harbor along the wharfs of Suramar City *IF* you have a fishing raft (and are 110). You can move back and forth along the channel around 51,73 and catch all you want and not drawing aggro from land. There is the occasional pool I will skip that is back in a nook that will cause me to draw aggro. There are no red fish in the water here so nothing will bother you. Jandvik harbor, on the other hand, is crawling with red sharks so you have to fish from land.

Once you get used to fishing from a raft, its annoying to fish from land for any length of time. :)

If you're one of the fortunate ones who have the Anglers Fishing Raft, then head down to Azuregale Bay, just due east of Jandvik (in Suramar). There are schools of Black Barracuda that spawn along the shorelines as well as off-shore. Be wary of getting too close to Sashj'tar Ruins though, unless you're level 50+, whereas there are many elite Naga forces just looking for a fight. For the time I spent fishing here, it only took five schools to get the twenty fish I needed for a particular engineering quest. Piece of cake. Happy fishing!
