During legion/demon invasions, this can apparently sometimes be found in the horde crates at the tower southwest of Tarren Mill, Hillsbrad.

In addition to the 3 consumables purchasable from the invasion vendors, there are various consumables that can be looted in the invasion starting towns.

~~When you are at the carrying limit (max) for one of these items, trying to loot another will send it to your mailbox.~~ The mailbox trick no longer seems to work.
