I got 'You do not meet the requirements for this quest' when I was in my party leader's garrison, returned to my own garrison and I was able to accept the quest.

Each of the Pila di Inviti Insanguinati contains 3 Invito al Circolo del Sangue. The Invito al Circolo del Sangues are BoE and can be sold or traded on the Auction House.

The Invito al Circolo del Sangue initiates a quest (Il celeberrimo Circolo del Sangue!) that involves killing 5 opponents in the Ring of Blood, and rewards Cassa di Mogor, containing gold, Cristallo Apexiss, and follower upgrade tokens/follower armor sets.

Where do you get it?

Pila di Inviti Insanguinati has a chance to drop from the mini-bosses that are the target of a daily Garrison Town Hall quest (known as a Bounty quest). This includes Tremor, Risacca, etc. as per the chart below. When it drops, only a single Pila di Inviti Insanguinati drops per group (rather than for every group member). However, the 3 Invito al Circolo del Sangue inside can be distributed by the person receiving the stack.

Below is a list of the garrison Bounty quests. These are obtained from visitors to your garrison - each day you have a 1 in 5 chance of getting a Bounty quest NPC. Other possibilities for visitors include Harrison Jones, a trade vendor, a dungeon quest NPC, or a raid quest NPC. The bounty quest NPC is Cacciatore dell'Ombra Ty'jin (Horde) or Renzik "Stiletto" (Alliance).

You can visit the garrison of friends who have the bounty quest NPC to get the quests (or use the group finder if people have been kind enough to list groups with this NPC).

There appears to be a level requirement, although it's not listed here or on the item.

I tried to accept it on my level 60 and it gave the message "You are not high enough level for that quest". Same for my 70, 80, and 90.

On my alt 100 I was able to accept it in Shrine, so it doesn't look like you need to be in your Garrison for it to work, but definitely need to be higher than 90.
