As of 2.3, it turns green much earlier, 265 I think. Pretty sure you need to fish to get to the 285 cooking needed for Desert Recipe now :(

Along with Tender Wolf, turns gray at 275. Fishing recipes or the run tum tuber from DM are the only ways to get from 275 to 285 right now, then the quest recipe for Desert Dumplings becomes availble.

If like me you are trying to level cooking while leveling your account, don't fish, don't have toons at 70, good luck finding anyone willing to run DM or find the fish on the AH. I've spent a week checking the AH for fish to get 10 skill points - no luck. I'm now through Hellfire and have no way to skill past 300 to use the meat and recipes I am getting without wasting time (yes - to me a waste of time) with fishing.

Blizzard has said that this gap was a mistake with the 2.3 patch and new non-fishing recipes will be added in 2.4. I'm sure it would have been real hard for them to put the skill tables back the way they were pre-2.3 in one of the interim patches. Thanks Blizzard, way to go.
