the stats are good but no procs, and ilvl is way low. IDK if this is the way its supposed to be, but youd think a level 98 rare would be at least 600ilvl, not 585.

I just created 3 Savage Tarots for my priest, trying to get the right Random Enchantments. The 3rd one has no random enchants, just the intellect. Instead of Savage Tarot of the Feverflare, it is just Savage Tarot.

Has anyone else had this happen or is this a bug?

So, For anyone interested, and Will post this on the other 2 card types as well,
The ocean Tarot Card will NOT proc Spirit or Bonus Armor stats.
The Laughing Tarot Card will NOT proc Bonus armor, but will proc Spirit for a stat.
And lastly, the Savage Tarot will NOT proc Bonus armor or spirit.
I'm not sure if it's an intended thing, or just bad luck, but after making 200 cards, a mix of all, I have not found any with Bonus armor, and only the Laughing with spirit.

Also, while putting the cards up on auction and tapping the item, it shows you what random enchants they can/will have.. the Ocean and Savage don't have any of the suffix's that would make them Bonus armor or Spirit, and the Laughing one does have spirit.
For the only pieces of gear that are supposed to have spirit or bonus armor, kind of hard to have the stats when it's not even on the gear.
