This is one of the components for the Auctioneer that can be constructed in your trading post. Once you get a Emporio Livello 2, you will find a broken Antico Meccanismo di Commercio on the floor. To fix it, you need to complete the quest Asta per parti which requires 5 modules.
Each module is made up of 3-4 components, which individually drop in specific places.
Note that all modules and individual components can be traded, vendored or auctioned.

Modulo del Cristallo Arcano - Requires Rivestimento del Cristallo Arcano, Condotto del Cristallo Arcano, Amplificatore del Cristallo Arcano, Lenti del Cristallo Arcano. These drop in garrison invasions and in raids.

I found a farming area along the beaches of the Orunai Coast ( 56 12 ) in Talador. Along the beach you get a lot of Occhiotetro Grom'kar, Avanguardia Grom'kar, Colpotetro Grom'kar, and Segatronchi di Ferro among others. There are constantly boats coming ashore containing two NPCs usually a Occhiotetro Grom'kar and a Avanguardia Grom'kar. I just went up and down the beach killing adds. I got a lot of gold and Brandelli dell'Orda di Ferro. After about 10 minutes of going up and down the beach, I looted Tubi del Sistema di Raffreddamento.

While the NPC's have about 30k hp a piece, there is a steady stream of them for farming. I am a geared BM Hunter and just go down the beach spamming Tiro Multiplo and Sbarramento. Also running with a level 3 bodyguard helps too.

I can confirm I obtained this item after 20 minutes of farming mobs at Hallavor in Nagrand. As I was grouping them I cant tell whether it was a Villager or not. But one definately dropped in this area.

I've been farming the iron peons in front of the general kullkrosh, and the four in the center of the docks (both in ironfist habor in Nagrand). Within an hour I got cooling and regulator from the ones in front of the General, and my pump from the ones on the docks.

Killing them slowly, was able to go back and forth between spawn sites with barely any waiting time for ALL to spawn.

Looted the Super Cooling Pump off of a Nagrand Skirmisher in Grommashar. Completely random kill, the Skirmisher was standing outside a hut with a Grommashar Warsinger in it, which was my target. I roasted the Skirmisher because he was between me and the door, and -ding!- there was the pump I was looking for! No need to continue with the Warsingers, which are scattered throughout the encampment, and have to be picked out amongst their fellow Orcs. Only spent roughly 35 minutes total in Grommashar, started out killing everything, switched to just the Warsingers (hunting them down), and just blasted the Skirmisher to get by. 7 Mar 2019

After checking WoWhead for the In-Garrison Auctioneer parts list, I tried going after the Iron Peons at Ironfist Harbor. Not having the Add-on to do the Realm-jumping suggested, I ended up waiting for a respawn of the small group below General Kul'Krosh, which took far too long. I then started circling the area, killing anything that moved, and after an hour of no parts dropping, went back to Wowhead for more research. After reading through every comment on ALL the parts, I followed the suggestion of Aspasito, and went to the Swamplight Trail. After roughly 2 hours, I had killed 144 Swamplight Drones, 157 Swamplight Workers, and just under a thousand Riot Blossoms. I looted 4 Super Cooling Pumps, 3 Super Cooling Tubing parts, 1 Super Cooling Regulator, and 1 Super Cooling Coolant jug, picked up 4-5 greens, and pocketed a little over 200 gold in Vendor trash. Done.

The area is used for Farming/Questing by both factions so there might be some competition. Be Warned, if you are Horde, the nearby Rangari Encampment can be a pain. They are technically Stealthed and quite hostile, with several patches of Riot Blossoms very close to them. There are more Riot Blossoms on a ridge above the camp as well.

The Swamplighter Wasps and the Blossoms are NOT listed as dropping these parts, but they do! Only for the Pump does it show the blossoms will drop it.

I did the swamplight trail in shadowmoon for all 4 (~51,60) just follow the path back and forth.

about ~512 Riot Blossoms, ~305 swamplighter drones, with all my drops being from the drones

I followed this advice to go to Valle di Torvaluna and ran the small ravine between 49.6 57.3 and 51.5 60.6 up and down.

Very high density of enemies, thus increasing relative drop chance.
Got a surplus Tubi del Sistema di Raffreddamento after merely 3 minutes and the missing Pompa del Sistema di Raffreddamento after another 2 minutes (plus 6g/min sellloot).
