seems a little overtuned. Though the whole concept of killing all npc instantly with a 10 sec cd is likely to not make it live in this way and is just probably some alpha/beta item for some weird testing purposes.

Cool item, but just when the heck should I use it? Well, there are some options:
- enemy Captains. They stick to the battle, so all active ones should be in one place. Pop and they're all dead.
- enemy Riders. They wander around map in packs of 5-8 elites, and you rarely will find more hard to kill targets at one place.
- during assault on enemy keep, to take out enemy non-player controled minions
- EDIT: Also one of only ways to kill Bubblehearthing captains, but you have to use it before Bubble.

In Patch 6.1, this item was removed from the game. It was apparently a little too OP to be able to insta kill groups of 2-5 Captains at once, or kill an entire group of wandering faction riders with 1 click.

The 3 remaining crazy Ashran items and effects are:

Pergamena di Invocazione: Yu'lon, la Serpe di Giada - 100% Health & full dispel for all friendly players on the entire middle road in the zone
Corno Perduto di Nesingwary - Damages & knocks up enemy players on the entire middle road in the zone (+ fall damage)
Uovo di Dragone del Gelo - Damages & stuns (for about 4-5 sec) enemy players on the entire middle road in the zone

In these patch notes, the Wand of Death has been removed from the game. Samuelle Van Gard just got a lot harder to kill.

Just bought a Bacchetta della Morte on Horde Garrosh AH for 15g. So yes it is still in the game and was not removed for being too OP.
Just my thoughts - From what i had read about the hacked player mentioned above, it wasn't hacked. He had received the item in his mailbox apparently from a dev as if he was being baited. But then again it was his own choice to use that item. Whether or not it was an illegal item, why was it still in the servers?

It is definitely still in the game. I can see one right now for sale on AH on Elune at about 300k.

As of patch 8.2.0 Blizzard added an Ashran only flag to this item deleting all of them that player's had saved as they were not in the zone on login. Sad to see rare unobtainable items go like this.
