Clicked on it, and I got about one bar of rested XP. I was Level 95. Item is consumed on use.

Item is found within Anguish Fortress. Next to the Cave with the Essence of Anguish, there is a path, with many cave rooms along it. Almost each room has an item.

I don't know if I got a different effect, or if terminology differs from other posters, but I got one BUBBLE of rested xp (5% of a level) not one BAR (a term I'd use to describe a full level of xp). A small bonus but not bad for free I guess.

So it might seem obvious, but this doesn't do anything when you're level 100! If you're gonna use it, use it before cap.

There are 5 more of these kinds of items in spires of Arak (Ravenmother offerings).

All of these should grant 5% rested XP bonus, so in total you will be able to get 30% rested xp bonus.

I personally waited until level 99 before I used them. In combination with potion of accelerated learning which grants 20% increased xp from monsters and quests and can be bought from your garrisson innkeeper (found in the town hall for 100 garrisson resources each) levelling is quite fast this way.

Note that these items do not actually give you the xp, just the rested bonus.

For those who posted in External Forum sites that it works in legion as a bug for level 100, well not anymore.

i Tested in Beta a few minutes ago (4 AM GMT ,Aug 29, 2016 last day before legion release):-

**THIS DOES NOT WORK for level 100, bug has been fixed**.

you will get error msg saying: "Target is too high level"

This says it's ineffective above level 49, but I just used it on a level 52 alt I'm leveling and it did, in fact, give me the 5% of a level rested (2,630 rested exp at level 52). Therefore, I'm not sure when it actually becomes ineffective.
