Joker are created like the other darkmoon cards by Carta di Lunacupa di Draenor but by a lower chance (I have found no data yet). They could be traded for every other card of the Card-Set with the same name.
The possible Cards from Carta di Lunacupa di Draenor are:

Asso di Ferro, Due di Ferro, Tre di Ferro, Quattro di Ferro, Cinque di Ferro, Sei di Ferro, Sette di Ferro, Otto di Ferro and Jolly di Ferro for Mazzo del Ferro.
Asso di Luna, Due di Luna, Tre di Luna, Quattro di Luna, Cinque di Luna, Sei di Luna, Sette di Luna, Otto di Luna and Jolly di Luna for Mazzo della Luna.
Asso di Visioni, Due di Visioni, Tre di Visioni, Quattro di Visioni, Cinque di Visioni, Sei di Visioni, Sette di Visioni, Otto di Visioni and Jolly di Visioni for Mazzo delle Visioni.

I wanted to post on here since the only other comment was misleading. You do not use the jokers while combining other cards to make a deck. Even if you are only missing one card from a deck but have a joker, it still will not combine. You have to TRADE the joker card with Professor Thaddeus Paleo on Dark Moon Isle during the Dark Moon Faire. You can trade the joker for any card of that type (I.E. War Joker for Ace to Eight of War). I hope this helps, it took me a while to figure it out, I almost gave up.

Can be traded with any war card from Professor Thaddeus Paleo at the Darkmoon Faire.

I've made about 20 cards (yes, not a lot) but got no joker yet. Either I've been really unlucky or the chance for a joker is less than 5%, which I think is reasonable.
