Based on the name and the shared cooldown; looks like in combat insurrection for Engineers. Which is awesome. The shorter cooldown is a nice plus.

With the announced removal of combat bonuses linked to professions, engineers still retain their particular awesomeness.
Look at that: a combat resurrection with the standard cooldown! This is particularly helpful in pugs where you cannot always count on having your token druid/warlock/death knight combo for battle resurrection. an engineer can replace any of them!

And if there is no shared cooldown with other battle resurrections, Warlocks/DK/Druids with engineering may be able to raise other people TWICE during the same fight.

Given that (at the time of me posting this comment of course) the tooltip lists the item as stacking in lots of 20 and not having an engineering requirement to use, this will be a potential revenue stream for engineers in selling consumable combat resurrections - however, I have to wonder what the point of using it will be compared to the upgraded gnomish army knife which can also battle rez, is probably not consumed on use, and at the moment does not have an engineering requirement to use. As such it is very probable that the item descriptions of one or both of the items will change prior to launch.

Edit: New gnomish army knife has the 10 min CD on Brez, old gnomish has 30 min. One would presume these consumables are on a shorter 10 min CD.

I can see this being a killer money maker in Warlords, without class restrictions on Combat Resurrection they will also make 10mans more flexible.
