The way this new lotus is implemented is a little bit different from the Pandaria ones:
In MoP, Golden Lotus nodes are a rare spawn replacing a regular herb node. Apparently in WoD the Chameleon Lotus mimics a local herb, meaning you don't know it is a lotus until you gather it.
Essentially, instead of being a rare node spawn, it becomes a rare herb drop from a regular node.

Edit: Marking my post as out-of-date. No one has seen a chameleon lotus on live.

This can be obtained from the nodes in your Herb Garden, so non-herbalists have a chance to pick this as well.

Have farmed multiple thousand herbs per day and am yet to find one of these elusive Lotus..

Maybe they show up as Nagrand Arrowbloom in my bags and I simply never knew I found one..

Edit: Been farming more and more, I suspect this herb never made it to live. If I do fine one, I'll update this post once more.

In beta, these were used for the daily Alchemy cooldown (Alchemical Catalyst) but the idea was scrapped pretty early. The actual item is not in the game.

There is a node in Spires of Arak, but it seems to drop a random regular herb instead.

If you are looking for this item as a treasure, it is looted in the cave (entrance: 50.07, 46.26) and is found in Glowing Cave Mushroom.

There's one showing on the map at 48.5 / 47.8 in Shadowmoon Valley, but there's no herb to be found. Looks like it's overlapping with the Glowing Cave Mushroom item.

Although ostensibly not available in the retail version of the game, it appears among the herbs that can be milled in the new crafting interface of Dragonflight. This was an entirely unknown and new herb to me, so I came to Wowhead only to discover most people believe it was removed during the transition of Warlords of Draenor from beta to retail. The fact it appears in the DF crafting interface for Inscription makes me question that assumption.
