Does anyone know where to get this green set recolor from? Is it even in the game currently?

This set comes from upgraded "Raging Tempests" gear, which first can be purchased (at level 1/3) with Sovraccarico Elementale or created (at level 2/3) with "Primalist Mail" items.
In-game it's called Raging Tempest: Primal Elements: The Forbidden Reach.
For example: Corazza di Maglia dei Primalisti > Corazza Foderata delle Tempeste Furenti. Items are upgraded to 3/3 with Conoscenza Proibita Inutilizzata. Level 1/3 items need first to be upgraded with Sigillo della Tempesta.
Before being upgraded, items have the blue color of Primal Storms Mail Set.

If you like you can then convert at the Console del Catalizzatore del Ripristino to the heroic color Vault of the Incarnates Heroic Hunter Set/Vault of the Incarnates Heroic Shaman Set/Scaglie del Risvegliato (no transmog set for evokers for some reason).
