Ok, since no one else has done this, here it is.

The proc on this weapon is listed in your combat log as lightning bolt.

Out of 607 swings it procced 21 times, bringing the proc rate to 3% (roughly).
(this is a small sample, but the only sample I have currently.)

The proc can crit, but it is based off your spell crit.

It is a decent weapon, for any class that can use 2hers, but nothing to hold your breath about. Pick it up if it's cheap.
