I found this item in Ihgaluk Crag, in the area where Magistrix Sanal is pacing around, next to the ramp that leads up to Progenitus.

Killing enemies with this in your bag yields some whispers:

The Royal Chamberlain whispers: You call that slaying an opponent? I expected more... fire. Or maybe some lightning.

The Royal Chamberlain whispers: Your skills are somewhat impressive. You shall make an excellent slave one day.

The Royal Chamberlain whispers: I have seen saurok with more fighting panache than what you have just displayed.

Possibly the best one: The Royal Chamberlain whispers: You have time to kill hapless island folk but no time to assemble my glorious body?

Quite a nice touch imo, but they dont trigger on every kill.

The Head of the Chamberlain quest guy is underground. The entrance to the cave is 51.63 - 77.36. If your at the lake look North and you can see the cave entrance.

• Each piece has 8 possible spawn points.
• All pieces are placed precariously so that you have to be inventive to get to them (i.e. go all the way around, jump down from the rocks, walk across a tree branch, land on the hut)
• Each piece has a description on its page telling you how to get to it no matter where it spawns. Someone has done it and shared the info.
• Each waypoint group can be entered as a macro.
• The last waypoint is the turn-in and is underground.
