Good luck trying to find a group to do this quest these days. By the time you're high enough to get this quest, you'll be too high (level 40) to queue for the Scarlet Monastery Library in the Dungeon Finder.

Its right at the starting of the hallway that leads to Doan. It may be hard to see but when you walk into the hallway it's on the wall to your left.
