Just to make this clear. As your coming to the end of the Libary instance, there will be a room with books and it's shaped like and L. On the left as you enter the room, there is a glowing book on the bottom shelf. Right click and your done :)

I have this book in my bag (it's really obvious that something is sparkling in a bookshelf in one of the last rooms) and the quest is marked as complete. But I'm confused as to what NPC you turn this in to, or if there is another quest completion action I would take.

You pick up this quest in the hallway after the first garden in the Library wing, from Dominic (he is also found in the Armory and the Cathedral wings, but the quest can only be picked up in the Library wing), and the book required for completing the quest is located in the first library you enter, on the left-hand side from when you enter. It's sticking out slightly in the bookshelf.

This book contains the last four pages of the book "Kel'Thuzad and the Forming of the Scourge".

You complete the quest at Dominic.
