I wonder what "tune out" means. Some theories:

suppress e.g. non-party /say and /yell
reduce other players' size or use a small model like a bunny, similar to Occhiali da Corgi Troppo Potenti but not affecting party members
hide them completely

This might be quite useful in situations where players crowd around certain situations, or even in mass events like the Superbloom, not rendering other players and their spell effects could improve performance.

Turns other players into small 3D heart objects - doesn't make them invisible. Mechanic is much the same as the Occhiali da Corgi Troppo Potenti.

This toy also turns players of the opposite faction into hearts, whereas the Occhiali da Corgi Troppo Potenti only turn your own faction into corgis.

does not hide mounts so not very useful for stopping trolls from standing on npcs with their biggest mount

Unless it was a glitch on my end, if you have a few seconds left of using these and you click the toy in an attempt to reapply, this will not add 30 minutes to your wearing buff. However, it will reset the cooldown, so the toy effects/benefit will wear off and you're locked out from using the toy for 30 minutes.

Editing to add: These do remain active through death, so you can die & not worry about them disappearing and having a CD before you can use them again.

The toy also has a useful side effect: If - especially on popular realms - many players (without mounts) block an NPC/trader or objects such as mailboxes so that clicking/targeting becomes difficult or impossible, you can remedy the situation with the toy, as everyone (including e. g. hunter pets) is transformed into small hearts and therefore no longer blocks occur. :) Although mounts are not obstructed, players on them will be hearts aswell, reducing the clickable area nonetheless. Attached is a picture of before - and after (sadly got photobombed by ashe of alar)

Edit: It also reduces/avoids lags on big events such like Superbloom or The Big Dig.

Edit2: It does not work in dungeons, raids and PvP what kind of makes sense (i tested it in the love is in the air dungeon, current LFR, Skirmish Arena and Normal Random BG)
