Obtaining the Scale of the Prismatic Whiskerfish

This is all done within the raid Amirdrassil, The Dream's Hope.

First, fish up 10 Slumbering Moonfish from the waters within the Wellspring Atrium.
Then, fish 10 Awakening Sunfish from the lava pools within the Scorched Halls (Pit of Volcoross)

Toss both the 10 Slumbering Moonfish & Awakening Sunfish back into the waters within the Wellspring Atrium, and you'll now receive a new buff, Attuned Angler (30min duration). Within the biggest body of water in the Wellspring Atrium with the buff active, there'll now be a Prismatic Whiskerfish pool. Fish in it, and you'll receive Xena, The Whimsical Whiskerfish. Throw Xena back into the same water and you'll receive the Scale of the Prismatic Whiskerfish.

I did this on LFR today, fished once in the Wellspring Atrium and instantly received Xena, the Whimsical Whiskerfish. I cast it right back into the pool and received the mark. I did not even have to fish in the lava, or get 10 of anything.

Edit: The mark said "cannot use" because I already knew it, but when I went to the barber shop the new aquatic form was unlocked, despite not using the item.

Based on the other comment I tried to do this in LFR today. Fishing in the big pool that has visible fish produced a Slumbering Moonfish on the first try. It did not magically give me Xena. Took about 20 minutes to get 10 of them.

Tried to fish in the lava around the third boss, but had no luck after 100 fish or so, so I am going to say that you're not going to be able to do this at the moment from just LFR access to the raid instance. You do get junk and occasional regular fish from the lava (though no lava specific fish that I saw).

Did a few more tests. You can catch the Slumbering Moonfish in any fishable water in the zone, including the small pool nearer the entrance with a flower in the middle, the channels to the side there, etc.

Get your DF fishing up a bit before you try. The higher your skill, the faster you will collect them.

You can catch more than 10 (I've had as many as a stack of 50) though they're Soulbound of course. I sat and leveled fishing to 100 in there just to make sure the lava does not start dropping things at a higher skill level.

Okay, seeing these comments, I knew I had to jump in and try before they put a fix in. I queued for LFR and tried fishing a few casts in both ponds, no Xena (but a couple of the moonfish). Then I tried normal raid in the first round circle of water- fished up 10x moonfish, other fish, and junk items but no Xena. Switched to the second pond at the very northern tip (won't aggro trash from there) and fished Xena up in the first cast.

Side note, someone using A-Li Skymirror on this swim form allows them to keep the pretty form on ground and it has casting animations :)

I did this in Normal lockout:

Fished up 10 Moonfish in the first room
Fished up 10 Sunfish in Volcross' room
Went back to first room, threw all the fish into the pool
Pool of Whiskerfish appeared
Fished from this, got Xena
Threw her back got the druid form

Got this today. I fished in the main pool of the Wellspring Atrium and the pool Volcoross is usually in on Normal, using a friend's lockout.
Not sure how many casts but I got fishing just for this and ended up level 68. Took about ~40 minutes in total.
Most of that time was spent on Moonfish as they were much more elusive than the Sunfish for me.

I stealthed in and got Xena, il Pescebaffo Bizzarro on my first cast. No grinding other fish was done. I then tossed that fish back into the water and got this scale when that was done.

If you want to do this in LFR queue for the 2nd wing, "Molten Incursion", so you can get to both needed areas in the one queue.

Today I hosted a druid fishing class on an empty normal raid lockout and could make some observations

So far it appears that once you're done obtaining the fish form you cannot fish any Awakening Sunfish or Slumbering Moonfish anymore

Only the person that tossed the fish in the main water area will see their prismatic fish pool, so everyone has their own exclusive fishing pool and you cannot help or take advantage of others when trying to loot Xena, il Pescebaffo Bizzarro

Can confirm that you can go backwards in LFR wing 2 and throw the all the fish into the big acorn shaped body of water and spawn the final pool to get the item.

Got to i424 to enter the raid last night, went in with 0 DF fishing skill (infact i hadn't even trained it) and after bosses were killed went back and fished up 10 of each of the fish required with the cheapest rod you can buy.

Something that I wasn't sure of that I can confirm is that you must put all 10 of both fish in together stacking to 10 before you get the buff which then takes the other 2 away and then shows you the pool.

Got about 200g of grey stuff + fish to put on the AH in around 30 mins of fishing.

Easy doable on LFR on your first time in with 0 skill in fishing.

You can do this on ONE LFR queue... the 2nd wing of LFR has Volcross' Room and the Wellspring Atrium (pre-cleared for you).

Do 2nd wing LFR, kill both bosses (or even just final boss if you missed 1st boss)... once LFR is over, run into a random mob pack and die... it will teleport you back to the (now empty) Wellspring Atrium... fish your 10 Moonfish from the acorn-shaped pool in the center of the room, then go to Volcross' room (it's roughly the 11 o-clock door in the room... just to the left of the top door out to 2nd boss). Farm your 10 Sunfish in Volcross' room (the outer circle is fine, you can fish from the entry stairs on the south side of the room)... then double-back to the Wellspring Atrium, go to same pool you fished the Moonfish from, toss all 20 fish in pool, you'll get a fishing pool spawn, fish from it, toss Xena back in, and BOOM, you're done!

I love this fish! I really wish, since there is a flying mount version of this... and all the fish fly in the Emerald Dream, that this was a flying form too.

It would be even better if it allowed for passengers. It would be the best if you had this as both flying AND swimming, and your passenger would stay on your back when transitioning... I've wanted that forever.

Travel options are getting a revamp anyways soon with dynamic flying, so if I were to give a complete wishlist... I wish we had a 'Travel Form' that was unrideable that would become the correct form for the area/terrain, a 'Mount Form' that would become the correct form for the area/terrain while keeping your passenger on your back, and a 'Running Form' for ground RP purposes.

I think none of these NEED to be on the Stance bar because none of them are consistent combat stances, but maybe they could give us an option to extend stances in edit mode for those that want it on there and the ability to move the order of the forms. To be honest, Treant form (and Moonkin form if it does nothing in the current spec; all druids should have access to this with the new Barbershop stuff) should be optional on the stance bar too.

This could let them give options to simplify stance bar for druids while also giving us possible future RP forms like 'cat' or 'lasher' options (having a sunflower form would be amazing!). Imagine being able to discover optional RP forms around the world. They could be minor options in the Barbershop, just for flavor! Forms are kinda the biggest 'class fantasy' for druids... and for Blizz to be so worried about class fantasy for so long yet not have non-combat RP forms for so long is a baffling easy win for them to have left on the table.

As of writing this it would seem that Crystalline Phial of Perception may affect how quickly/often you get these fish!
Only took me about 10-15 mins to collect 10 Slumbering Moonfish, and about the same amount of time for Awakening Sunfish. So, the entire duration of one single Crystalline phial.

Could be wrong, may have just lucked out, but if it does work then some other people might find it useful!
I also went from lvl 0 DF fishing to 54.

I was able to fish up all of the fish in the 2nd LFR wing. You just have to be a bit patient to get the fish.

Completed this from start to finish in 28min in LFR Wing #2 (Molten Incursion) with no fishing equipment and 0 DF fishing skill the whole way... because I forgot to train DF fishing before I went on this adventure...

Fished up the Awakening Sunfish from the outer ring in Volcoross' room (11min) and the Slumbering Moonfish from the acorn-shaped pool in the Wellspring Atrium (14min), then tossed all 20 fish in one after another at the end into the acorn-shaped pool. Cast into the Prismatic Whiskerfish Pool that appeared, got Xena, the Whimsical Whiskerfish on the first cast, tossed it back, and obtained the scale.

So don't worry, if you forgot to train any DF fishing skill at all and only remembered it after you got there, you'll still be just fine. Happy fishing!

Dragon Isles fishing went from 0-50 with about 107 casts to get this.

Maybe about 20 minutes in total.

If you have 2 druids going to do this together, and you have a lock out but haven't killed Vol (we had a skip lock out) - here's what we did.

Both went guardian. We stealthed on the right hand side past the pup that can see stealth, then ran as fast as we could between the two fire rocks that see stealth. One tanks them, the other gets enough rage to Brez and waits till tank dies. Immediately cast brez and die. We went to the edge of the stairs by the fire and rezzed safely and fished. GL!
