Erden's Dreamleaf Grip:
100 Awakened Earth- Can be farmed
50 Awakened Order - Can be farmed
200 Resonant Crystal - Enchanting
150 Awakened Fire - Can be farmed

Shalarsar's Sophic Vellum:
Zaralek Glowspores - Can be farmed in Zaralek Cavern
Obsidian Cobraskin - Skinning
50 Mireslush Hide - Leatherworking
50 Dreaming Essence - From powerful foes in Amirdrassil

I've tried to make this 3 times but is keeps saying I haven't learnt the recipe. I had the buff on me but the recipe doesn't come up in my list like it does for the other two items made my enchanter and inscriptor. I have made it once where it did work. Is anyone else having these problems?

I wanted to mention If you get target Invalid, make sure you do not have a buff from one of the other crafting parts and they do not either. I self-buffed and did the rune because I was an inscriptionist but when I tried to Buff a LW I couldn’t until I removed my own buff. also, I’m not sure what level they need to be, but I was a 68/100 scribe, and they were a 60/100 LW I am not 100% sure but I think all you need to be is 10/100.

Skill level doesn't matter for learning it, but make sure you have learned the Dragonflight-portion of the profession (you will get "Invalid target" if you try to teach it to an Enchanter that didn't learn Dragonflight Enchanting yet). Skill level 1 is fine. Quality of the reagents doesn't matter either.
