This one-time knowledge item is located in Dragonbane Keep, the Waking Shores. When doing Siege of Dragonbane keep, this is just outside the cave where end boss is located. It's a piece of fabric hanging on a tree. It's a bit difficult to reach, need some precision to land with a drake.

Coords are 25.16, 69.69

For simplicity of updating posts about other one-time knowledge items, I'm going to just update This Post and you can check all the knowledge items we've found so far.

an easy way to loot this is to get killed right under the tree and then, in mounted spirit form, land on the tree, next to the object, res and loot :D

As a warrior, you can Heroic Leap up and get it. Took me 2 tries.

I found it easier just to jump up from the ground on the north side of the tree after many failed tries and landing my dragon up there. You may have to keep jumping a few times in different places until you find the one that will let you get up close enough to loot the item. But it's definitely doable, and saved me a lot of time.

Use your dragon mount, fly upwards to lose speed and slowly sail onto the tree crown.
Easiest, if you come from the north west direction.
Then use the interact key.

From the ledge to the north, you can glide down on your dragonmount fairly easilly. Just mount up and walk over the edge towards the pennant and you'll land on the branch.

Be sure to place the warlock portal on the thick part of the tree, the branch above it. you can't use the portal or just fall right away if you place it on the thinner branches.

Now that we can use conventional flying, don't use your dragonriding mount. It is fairly easy to hover over the tree on a conventional mount and precision land on exactly the correct spot.
