This one-time knowledge item can be found in Scalecracker Keep, the Waking Shores. It's next to a lava river in a flower. You'll see it on minimap when you're close.

Coords are 67.96, 26.77

Seed is found within the heart of a flower within a stack of lava rocks. Lots of enemies on one side if walking in. There is also an herb on the upper rock if you are an herbalist. Exact coords are 67.8 27.0.

PLEASE READ - IMPORTANT (DO NOT REPEAT MY MISTAKE)

I wanted my fresh level 60 alt to pick the seed up however I was unable to interact with this item as there was nothing to click. I've tried going for the other knowledge items nearby however it was the same - nothing was interactable. Took me a while to figure out when I realized it must be because of my enchanting skill which was level 1. So I went back to Valdrakken to quickly level it up to 25 of which then I get acces to Specialization. I flew back to Scalecracker keep, RareScanner popped up notifying me the seed is there (before this it didn't) and I can finally interact with it!

I hope my experience would save someone's time. Good luck!
