This would be an excellent substitute for the Goblin Glider in Dragonflight, having the same effect, duration, and cooldown -- except not only is the item a consumable, it's also Unique, meaning you have to go back to the (not exactly conveniently-located) vendor to buy a new one after each use.

Important to note that this kite is now Unique-Equipped which means you cannot have more than one item in your inventory. Also, this kite is only usable in Dragon Isles and costs 1G.

To use, activate it while mid-air, which means you need to jump and activate it (activating from the ground/standing up will not work).

Also, this item is very similar in effect to Kit dell'Aliante dei Goblin and Aquilone dei Corno Celeste di Piume di Grifalco.

You can get a single Rider from a Tuskarr child at the border of Waking Shores and Ohn'ahran Plains, who is upset about their kite being stuck in a tree. On the way up the treehouse-like structure built into the tree, you'll find some kite adventurers before you climb out on a limb to retrieve the lost kite.

(There's no suggestion in the tooltip text that it's a single-use consumable.)
