In case someone else is not paying attention. You craft this item with the leafs you pick up for the world quest. Then with the water you craft the flask. If you can’t find the recipie walk out of wq area and back in it pops up

There pops up a special quest section in your Alchemy prof. book, just look in there and craft the 2 items to make the final quest item, after you opened the quest chest with the craft items.

You get this World Quest once you enter Hero's Rest.

In the middle of Hero's Rest ( coord 52, 46 ) is a small box called the Crafter's Crate (see screenshot I submitted). When you click on it, it will give you 3x Fresh Breezebloom Trimmings which you automatically get the recipe in your alchemy to make a Pulverized Breezebloom
to create 1 Distilled Resolve ( again, all now added to your alchemy recipes ) .

You can now create Flask of Measured Discipline . Once you've made the flask, your World Quest automatically completes.
